On September 19, 2013, the Russian government ordered the introduction of a biometric passport as a single document identifying the citizen of the Russian Federation.
The development is based on the principle of identifying a person based on physical characteristics. In today's busy world, establishing that an identity card truly identifies its bearer has become an urgent need of society. The solution should be a new Russian passport. The latest advances in electronics make it possible to meet this need with the help of a biometric passport.
What does the new document look like?
Outwardly, it resembles a bank card (86 mm x 54 mm). On the front side there is a flag in the upper left corner, the coat of arms of the Russian Federation in the right, and two lines of text between them. On the top line, “RUSSIAN FEDERATION” is written in red capital letters; below, in blue capital letters in a smaller font, “CITIZEN’S IDENTITY CARD.”
The information field is divided into three blocks, in which the new passport of the Russian Federation from the current year contains the following information (from left to right):
- color photograph taken on special equipment at the Ministry of Internal Affairs when preparing a document (size 23x32 mm);
- holographic image of the owner (the same is located on the back of the document);
- Full name of the citizen;
- Date of Birth;
- floor;
- Place of Birth;
- personal signature;
- date of document execution;
- passport expiration date;
- personal registration number.
On the back of the new Russian passport, in the upper right corner there is a holographic photograph of the owner, above it there is encoded information about a driver’s license, SNILS (individual personal account insurance number) and TIN (individual taxpayer number). The rest of the area contains letter and QR codes.
In addition, a microcircuit (chip) is built into the card, which contains both the usual data listed above and information inaccessible to the passport holder, for example, a photograph of the iris and fingerprints.
On July 18, 2021, at a briefing at the Gorki residence, Deputy Prime Minister of the Government Maxim Akimov presented a new type of Russian passport.
General information about the passport and its contents
According to the Regulations, approved. By Government Decree No. 828 of 07/08/1997 (hereinafter referred to as the Regulations), a passport is the main identification document for everyone who has Russian citizenship. Its main function is to verify the identity of the owner, as well as to communicate basic information about him.
The document is prepared according to a standard uniform for all regions of Russia in accordance with the form contained in the Description of the Russian Federation passport, approved by the above Resolution.
In accordance with clauses 4, 5 of the Regulations, the identification document reflects the following information and marks:
- full name of the citizen (full name);
- gender;
- day and place of birth;
- marks on passing and deregistration at the place of residence/stay;
- marks of military duty for adults liable for military service;
- records of marriage or divorce, the presence of young children under 14 years of age;
- notes on previously issued passports, including foreign ones.
At the request of the owner, information about his blood type and individual taxpayer number are entered into the document. Entering any other information not provided for by the Regulations is prohibited, otherwise the passport will be considered invalid.
For the first time, a general passport is issued at the age of 14. As you grow older, it will have to be replaced twice - at 20 and 45 years old. There are other reasons for replacement.
Advantages and disadvantages of a biometric passport
The new ID card is no exception to the rule of two sides of the coin. It also has advantages and disadvantages.
Advantages:
- All information is encrypted using a unique domestic encryption method.
- The photograph is not pasted on, but applied using special equipment.
- If a document is stolen or lost, you simply need to block it.
- The information stored on the passport eliminates the need to carry a lot of documents and other papers, which makes life much easier for its owner when applying to government agencies and commercial organizations.
- Exposure to moisture does not damage the document.
You should consider the shortcomings of the new document in order to fully understand how the new passport differs from the old one.
- The plastic card is fragile, so it can break due to carelessness.
- Any scratch or abrasion on the functional fields of the card will create problems when reading the information.
- Reading devices may fail at the wrong time.
- The electromagnetic field may affect the operation of the reader.
- Some citizens fear that their every move is controlled by the authorities.
Switch to a new document
When you contact the Main Directorate for Migration of the Ministry of Internal Affairs of Russia in person, you can learn in detail about how to make an electronic passport. A package of necessary documents is also submitted there:
- a properly completed application; applications for a new generation passport (.PDF)
- copy and original of an ordinary passport of a citizen of the Russian Federation;
- 2 photographs (they will be required for processing applications; the employees of the institution take the photo for the document themselves);
- military ID (for men);
- a receipt confirming payment of the state duty.
The electronic passport is issued at the office at the place of application. Presumably, the state fee for an electronic passport will be 3.5 thousand rubles (for children under 14 years old - 1.5 thousand rubles), but it is possible that a different amount will be established.
The most convenient way to submit an application for a new generation passport is via the Internet through the State Services website. To do this, you will need to open the “Authorities” section and the “Federal Migration Service” subsection in your personal account of the service. And then enter all the necessary information in the specially designated fields. To complete the application, you will need to provide information from your passport and other necessary documents, as well as send a color photograph of the established format.
When using a biometric type document, you won’t have to worry about how to include a child in your parents’ passport, since even children under 14 years old are issued their own identity card. To do this, you will need to provide the following documents to the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation:
- originals and copies of old-style passports of one of the parents and the child (if the child already has a passport);
- original and copy of the child’s birth certificate (if the passport has not yet been received);
- a duly certified application form from the management of the institution where the child is studying.

Dates and deadlines for passport reform
In the government decision of September 19, 2013 on the transition from a paper passport to a biometric one, the start date for this event was established, as well as the period of time for the parallel circulation of both documents.
The start of passport exchange was postponed several times for various reasons. The current deadline is July 1, 2020. The issuance of paper passports will cease in 2022, and from 2030 they will become invalid.
So it will be possible to obtain a new Russian passport in 2020, if the deadlines are not postponed.
When will plastic passports be introduced into circulation?
Initially, something didn’t work out with the new type of electronic passport in the Russian Federation. The innovation was first thought about back in 2013. At the same time, it was decided that the transfer of citizens from paper to plastic would begin in 2021. But in 2016, the authorities never got around to electronic passports. We decided to postpone it to 2018, but again everything stalled.
Now the government of the Russian Federation has planned a “passport revolution” for 2021 . That is, already in 2021, Russia may see a new generation of identity documents.
Now it is impossible to obtain a new Russian passport in electronic format. They are not issued even in test mode. Only standard paper “crusts” are in circulation.
Organizational matters
The project for the transition to biometric passports provides for:
- Replacing an old-style passport with an electronic one will be subject to a state fee at the current rate of 300 rubles. Over time, this amount will increase.
- It will be possible to issue a new biometric passport of a citizen of the Russian Federation at the place of permanent registration or at the place of actual residence.
- The period for issuing a new passport will be no more than 10 days from the date of application.
- It is assumed that minors will receive their first passport at the age of 14, that is, according to current rules.

DESCRIPTION OF THE FORM OF PASSPORT OF A CITIZEN OF THE RUSSIAN FEDERATION
1. The passport form for a citizen of the Russian Federation (hereinafter referred to as the passport form) is prepared according to a single sample, indicating all the details in Russian.
2. The passport form has a size of 88 x 125 mm and contains 20 pages stitched with thread along the entire length of the fold, including 14 pages with numbering in an ornamental design, duplicated in the center of the page in the background grid.
3. The numbering of the passport form, consisting of three groups of numbers, is reproduced at the top of the second, third, eighteenth and nineteenth pages and the bottom of the fifth, seventh, tenth, eleventh, fourteenth and sixteenth pages.
4. The cover of the passport form is made of wear-resistant material of dark red color. At the top of it, the words “Russian Federation” are placed in two lines; in the middle, the golden embossed State Emblem of the Russian Federation (without a shield) is reproduced, and below it is the word “passport”.
5. In the center of the inside page of the cover there is an image of the Moscow Kremlin, under which there is a typographic design “rosette”.
6. At the top of the first page of the passport form, a color image of the State Emblem of the Russian Federation is reproduced. In the middle (under the coat of arms) the words “passport of a citizen of the Russian Federation” are printed in three lines in an ornamental design. Below the words is a typographic rosette design.
7. The text of the details and lines for making entries on the second, third, sixteenth and seventeenth pages of the passport form are located parallel to the fold of the form. Lines for making entries are placed at intervals of 6.6 mm.
8. At the top of the second page of the passport form, the words “Passport issued”, “Date of issue”, “Unit code”, “Personal code”, “Personal signature” are printed in orientation.
In the lower left corner of the page there is a subscript for the signature of the head of the passport and visa service unit of the internal affairs body that issued the passport, and there is a space for affixing a seal, indicated by the letters “MP.”
9. The third page of the passport form is intended to contain personal data of a citizen of the Russian Federation. The page consists of two parts: the upper three-quarters of the page is a visual zone, in which a photograph of the passport holder measuring 35x45 mm is placed on the left, and the following passport details on the right: “Last name”, “First name”, “Patronymic”, “Gender”, “Date of birth” ", "Place of Birth". The place for sticking the photo is marked with corners. The bottom quarter of the page, opposite the fold, is the area for making machine-readable entries.
No entries or marks are made on page four.
10. Pages five to twelve of the passport form are intended for making notes on the registration of a citizen and his deregistration at the place of residence. At the top of the fifth page with a centered orientation is the “Place of Residence” attribute.
11. The thirteenth page of the passport form is intended for making notes on the citizen’s attitude to military duty. At the top of the thirteenth page with a centered orientation is the “Military Duty” requisite.
12. The fourteenth and fifteenth pages of the passport form are intended for making notes on registration and divorce. At the top of the fourteenth page with a centered orientation is the “Marital status” attribute.
13. The sixteenth and seventeenth pages of the passport form are intended for entering information about the children of the passport holder. At the top of the seventeenth page of the passport form (parallel to the fold), with a center orientation, the “Children” requisite is placed. On the seventeenth page, continued on the sixteenth, there is a table consisting of eighteen lines and four columns (from left to right): “Gender”, “Last name, first name, patronymic”, “Date of birth”, “Personal code”.
14. The eighteenth page of the passport form is intended for making a note about the blood type and Rh factor of the passport holder.
15. The nineteenth page of the passport form is intended for making notes on the receipt of the main document identifying the identity of a citizen of the Russian Federation outside the Russian Federation.
16. At the top of the twentieth page of the passport form there is a typographical drawing - an ornamental border strip with a center orientation, under the drawing is printed the heading “Extract from the Regulations on the Passport of a Citizen of the Russian Federation” and then the following text is reproduced:
"1. The passport of a citizen of the Russian Federation is the main document identifying the citizen of the Russian Federation on the territory of the Russian Federation.
All citizens of the Russian Federation who have reached the age of 14 and reside on the territory of the Russian Federation are required to have a passport.
5. ...At the request of the citizen, the relevant health care institutions also make a note in the passport about his blood type and Rh factor.
6. ...A passport containing information, marks or entries not provided for by these Regulations is invalid.
7. Validity period of a citizen’s passport:
from 14 years - until the age of 20;
from 20 years to 45 years of age;
from 45 years old - indefinitely.
17. A citizen is obliged to carefully keep his passport. A citizen must immediately report the loss of a passport to the internal affairs agency.
22. It is prohibited to confiscate a citizen’s passport, except in cases provided for by the legislation of the Russian Federation.”
17. On the fifth, seventh, ninth, eleventh, thirteenth, fifteenth and nineteenth pages the word “Russia” is printed in stylized letters in an ornamental design.
The passport form may use specially designed sewn-in or inserted elements designed to increase the safety of entries made or to protect the form and entries made on it from counterfeiting.
Smartphone application “My Passport”
In parallel with the implementation of the biometric passport, the “My Passport” mobile application was developed. Deputy Prime Minister of the Government Maxim Akimov spoke about this. According to him, this will be a reliable equivalent to a plastic card. It will be possible to present it at ticket offices, at airport controls and in other institutions where you are required to present an ID when visiting.
The transition to a new type of Russian Federation passport should be convenient. In this matter, the experience of introducing Russian biometric foreign passports, as well as foreign experience in this area, will serve well. Paper documents will continue to be valid throughout the transition period.
Package of documents
To obtain a technical passport, an entrepreneur must provide a full range of information about the product and his company:
- Tax identification number, OGRN, name of the enterprise, statutory and constituent information;
- Name of the product, diagrams and drawings, its technical description, composition;
- Information about the raw materials used, recipes;
- Features of storage, transportation, acceptance;
- The entire range of manufactured goods (if you require PI for all products);
- Data on the production premises operated by the applicant (confirmation of the legality of their use, as well as the exact address);
- An application for the preparation of technical documentation drawn up on behalf of an authorized person.
