Categorization by risk level

According to the requirements of the current anti-terrorism legislation, almost all companies that accept people to sell goods or provide services are required to produce a facility safety passport. An object where a large number of people are present at the same time can become the site of a terrorist attack.

However, how to prevent a possible attack varies from organization to organization. Therefore, to compile an anti-terrorist passport, you must first categorize the object. This procedure involves assigning an enterprise a specific category based on the degree of risk of a terrorist threat. The established nature of the terrorist threat in the safety passport, in turn, determines the list of measures that must be implemented to ensure the anti-terrorist security of the facility. The result of the categorization is documented in an act of the established form, which is signed by all members of the commission.

Creation of a commission

The categorization and subsequent drawing up of an anti-terrorism security document should be handled by a special commission. It includes representatives of the enterprise and those government bodies that, in accordance with the regulatory document, must carry out the approval. The head of the company draws up an order for the formation of the commission, which lists its composition and functions, and appoints the person responsible for organizing its work.

This person will have to take upon himself the issues of coordinating the participation of representatives of government agencies in the work of the commission - and it is worth preparing in advance for the fact that this will not be easy. The greatest difficulty here is represented by two points: to ensure that the body allocates employees responsible for participation in the work of the commission, and to agree on a time for visiting the site, since the commission must work in full. To do this, of course, you will have to show endurance and perseverance.

Site inspection

When all organizational issues related to how to obtain a facility’s safety passport have been resolved, and the time for the commission’s visit to the facility has been agreed upon, the next stage begins. The work of the commission is carried out on-site: during a personal visit, inspectors monitor potential weaknesses in the anti-terrorism security of the premises and the surrounding area, which can make the task easier for potential terrorists. Such places are usually the absence of bars on the windows of the first floors, thin walls and weak doors, the absence of CCTV cameras, etc.

In addition to examining the object itself, the commission checks documents containing important characteristics from the standpoint of ensuring its safety. These include plans of the building itself and the territory on which it is located, diagrams of engineering communications, an agreement with a security company, sections of employee job descriptions devoted to the procedure for action in an emergency and ensuring security, etc. All this taken together indicates the level of anti-terrorist security.

Capitals or uppercase?

In Russian passports, information on pages 2 and 3 is written in capital letters. According to the rules of the Russian language, this is incorrect. And many find themselves at a dead end when it becomes necessary to rewrite the data on these pages. A reasonable question arises: how to rewrite correctly? In capital letters, just like in the document itself, or follow the rules and write using capital letters where appropriate?

In fact, there are no rules about what letters to fill out a passport with. But throughout the country, passports are filled out with such a register.

Microtext

No matter how much you peer into the pages of your passport, you will not be able to find and read the microtext without a magnifying device. This tricky element is hidden on pages 2 and 3 of the passport. Do you see the lines for entering variable data? They are not solid lines, but rows of words printed in microscopic letters. The line after the "Last Name" field consists of small repeated words "last name", the line after the "Gender" field consists of the words "gender" and so on. Don't believe me? Safety data sheet forms

The general requirements for the anti-terrorism document are determined by Government Resolution No. 1244. It defines the basic rules for ensuring anti-terrorism security and the algorithm for developing an ESD. But it is clear that the nature of the terrorist threat varies significantly across different types of companies.

To develop a safety data sheet for an object, it is necessary to use a sample suitable for a specific category of organizations. Such a form is usually contained in the relevant Government resolution. The main ones include:

  • Decree of the Government of the Russian Federation of November 7, 2021 No. 1421 for educational institutions;
  • Decree of the Government of the Russian Federation of January 13, 2021 No. 8 for medical organizations;
  • Decree of the Government of the Russian Federation of April 14, 2021 No. 447 for accommodation facilities;
  • Decree of the Government of the Russian Federation of October 19, 2021 No. 1273 for trade organizations;
  • Decree of the Government of the Russian Federation of March 25, 2015 No. 272 ​​for objects with the simultaneous presence of a large number of people;
  • other regulatory documents.

Procedure for document approval

Generating document text is only part of the work required. Another important stage is its approval by the relevant government agencies. Their specific list is determined in the Government decree regulating the rules for drawing up ESD for this type of organization. The document is drawn up in two copies: the first of them is stored in the organization itself in order to quickly obtain the necessary information in the event of a terrorist threat. Update

As a rule, the standard validity period of an anti-terrorism document is from three to five years. But after its development and approval, it will not be possible to forget about it for this entire period. If during this time there has been a significant change in the characteristics of the enterprise that affects the level of its anti-terrorism protection, this information must be reflected in the passport. Such changes include:

  • change in the area of ​​an object or the length of its perimeter;
  • changes in the number or important characteristics of potentially vulnerable elements in the territory;
  • changing the nature of the resources used to achieve the required level of anti-terrorism protection;
  • changing the list of engineering, technical and other measures implemented for the anti-terrorist protection of the organization.

When changes are made to the content, you should ensure that the updated information is included in all copies of the document and its copies. After the document has finally expired, it cannot be thrown away: it must be stored in the organization for a period of time determined by the resolution - as a rule, this period is equal to the validity period of the ESD.
