Is it possible to obtain a passport using a power of attorney from the point of view of the law?

Despite the abundance of companies offering to obtain a foreign passport by proxy, this procedure is prohibited by law. Article 8 (“Obtaining a foreign passport”) of the law “On the procedure for leaving the Russian Federation and entering the Russian Federation” contains a description of the conditions for citizens to obtain a foreign passport.
