A bill has been introduced into the State Duma of the Russian Federation allowing residents of the Donetsk and Lugansk People's Republics to work in Russia without a patent or special permission. The document, published on the website of the lower house of parliament, was prepared by senators ( Olga Kovitidi and Sergei Tsekov ) and deputies ( Dmitry Belik , Andrei Kozenko and Natalya Poklonskaya ) from Crimea.
“Due to the economic blockade by Ukraine of certain areas of the Donetsk and Lugansk regions and the shutdown of many large enterprises, a significant number of residents of these territories are currently left without work. Taking into account the situation close to a humanitarian catastrophe that has developed in the region, as well as being guided by the norms of international humanitarian law, the draft law proposes a temporary measure to minimize existing formalities in the employment of residents of the specified region in Russia,” the document says.
The bill proposes to equate residents of “certain regions of Donetsk and Lugansk regions of Ukraine” with refugees and those granted temporary asylum. This will allow any adult resident of the republics to get a job in Russia. According to the authors of the bill, about 260 thousand people received passports of citizens of the people's republics.
At the same time, senators Olga Kovitidi, Sergei Tsekov , with the participation of deputies Dmitry Belik, Alexei Zhuravlev, Andrei Kozenko, Natalia Poklonskaya, Kazbek Taisaev and Sergei Shargunov , introduced a bill that would allow residents of the LDPR to stay in Russia not for 90 days, but for the entire time the validity of the presidential decree on the recognition of their passports - that is, until the situation in Ukraine is resolved.
The authors of the bill are confident that simplification of migration rules will solve “a significant part of the problems faced by internally displaced persons and will become an additional signal to Russian compatriots living not only in Donbass and Ukraine, but also abroad in general.”
