RVP: serious restrictions and short validity period
A temporary residence permit is issued in the following situations:
- when a migrant, for some reason, needs to live in the Russian Federation for several years;
- when a citizen of another country wants to obtain a residence permit in Russia, which in many situations requires a temporary residence permit.
A permit is not some kind of document or certificate. It is a mark (stamp) that is affixed to the national or foreign passport of a foreigner. A special document on obtaining permission is issued only to stateless people, due to their lack of a passport.

If a person wants Russia to become his place of permanent residence, then, having become the holder of a temporary residence permit, he should take care in advance of the next stage - obtaining a residence permit.
A person from another state temporarily residing in the Russian Federation is subject to a number of obligations. The main thing is that the foreigner is strictly tied to the region and area in which he was issued a temporary residence permit. He cannot voluntarily go to live in another region or get a job in another city, which, of course, greatly limits his possibilities.
Briefly about the mechanism for issuing temporary residence permits
Obtaining a temporary residence permit can be carried out in the general manner according to the quota system or without taking them into account.
The quota is formed by the state annually at the end of November and distributed among the constituent entities of the Russian Federation. Quotas are established taking into account the migration situation and economic condition of each region. When the possible number of issued temporary residence permits is exhausted, their registration is suspended.
The law specifies the range of applicants who can apply for a permit on preferential terms (without quotas). These include:
- persons born in the Russian Federation;
- persons born in the RSFSR and having USSR citizenship;
- children with incapacitated parents of citizens of the Russian Federation (pensioners);
- persons married to a Russian citizen;
- investors;
- military personnel;
- parents whose child is a citizen of the Russian Federation;
- voluntary migrants to the Russian Federation;
- citizens of Ukraine and stateless persons with permanent residence in this country.
Quotas in 2021
In 2021, the number of allocated quotas in the Russian Federation is 90,360 units for all federal districts (in 2021 there were 10 thousand more):

Compared to the previous year, in 2021 the number has not changed for such entities as: Moscow (2000 units), St. Petersburg (1500 units), Kaliningrad region (4000 units).
How to get a quota
To allocate a quota to a migrant, the following documents (originals and their photocopies) are prepared:
- application of the established form;
- passport and its translation, certified by a notary;
- notification at the place of stay;
- migration card.
Review of the application takes about a month.

Documents for temporary residence permit
The documents listed below are submitted to the migration service of the region where temporary residence is intended:
- application of the corresponding sample (Appendix No. 3) - 2 copies (download here, sample filling - here);
- national/foreign passport, valid for at least six months;
- a copy of the spouse's passport;
- marriage certificate;
- photo – 2 pcs., and for a stateless person – 3 pcs.;
- birth certificate for children;
- migration card;
- detachable part of registration;
- medical examination certificate;
- documents indicating knowledge of the language and fundamentals of the history of the Russian Federation;
- fingerprinting;
- receipt of paid state duty - 1600 rubles.

Almost the same set of documents is being prepared for children. The difference lies in the form of the application, in this case it is Appendix No. 4. They are exempt from mandatory confirmation of language knowledge, as well as in the field of history and legal foundations of the Russian Federation.
For migrants receiving a temporary residence permit without a quota, documents are collected, as well as for citizens who were allocated a quota. A special feature is the submission of paper confirming benefits, for example, a marriage certificate concluded with a citizen of the Russian Federation, a migrant certificate, a birth certificate.
RVP - a stamp in the migrant’s passport or a separate A4 form for stateless persons. Every migrant who has written an application to the Main Migration Department of the Ministry of Internal Affairs has the right to receive a permit stamp on a separate form.
Documents are reviewed for six months. For visa-free countries, for example Ukraine, the period is shorter and is 60 days.
The law provides for migrants from Turkmenistan, Belarus, native Russian speakers and highly qualified specialists to obtain the status of a residence permit, bypassing the receipt of a temporary residence permit.

Proof of Russian language proficiency
The requirement to provide such paper came into force at the beginning of 2015. Such a document may be:
- diploma of education issued since 09/01/1991 by the Russian Federation;
- diploma of education issued before 09/01/1991 by an educational institution of the USSR;
- certificate of passing the exam.
The exam for a temporary residence permit in Russia is carried out in special testing centers, which includes stages of testing knowledge of language, history and the fundamentals of Russian legislation.
Upon successful completion, a certificate is issued, which lasts 5 years and applies to any region of the country. The cost of testing is 5300 rubles.
When coming for testing, you must take: a national passport, a check for payment of the exam, a migration card.
The following are exempt from the requirement to take the exam:
- migrants over 60 years of age;
- family members and participants in the State Program for Migrants;
- minor migrants and stateless persons;
- incapacitated and limited in capacity migrants;
- stateless persons.

Medical examination
By law, the applicant has a month to undergo a medical examination. However, for speedy consideration, it is better to ask the inspector of the Ministry of Internal Affairs in advance for a referral to obtain a medical certificate. All examinations are carried out on a paid basis (about 1800 rubles).
Medical certification includes:
- finger prick blood test to determine the source of malaria;
- blood test from a vein for HIV and RV;
- research in addiction medicine;
- examination by a dermatologist;
- examination by a phthisiatrician. For this purpose, fluorography is done for adults and children from 14 years of age, and for younger children - the Mantoux test.
Photo requirements
- Dimensions: 3.5cm x 4.5cm.
- Execution – color or black and white
- On matte photo paper.
- You can be photographed wearing glasses if a person wears them for medical reasons, but without dark glasses.
- The applicant does not wear a headdress, unless this contradicts his religious beliefs.
Income documents
To prove your income you can submit:
- pensioner's certificate;
- certificate 2-NDFL;
- certificate of alimony calculation;
- document on the accrual of benefits;
- certificate of open deposit in the bank;
- income declaration from a tax organization;
- a certificate of income of the person who financially supports the applicant.
Any documents confirming the provision of a living wage or a certificate of incapacity for work are submitted within two months after a year has passed since the permit was issued, and not only upon initial receipt of a temporary residence permit.

Documents for temporary residence permit without quota
The basic package of documentation for submission includes:
- Application form. The application form for obtaining a temporary residence permit can be downloaded here.
- Two photos on matte paper measuring 35x45 (the photo can be color or black and white).
- Certificate of no criminal record.
- A medical certificate confirming the absence of drug addiction, HIV, leprosy, syphilis and tuberculosis.
- Certificate of proficiency in the state language of the Russian Federation.
It is also necessary to provide additional documents confirming the grounds for issuing a temporary residence permit without a quota. Eg:
- Soviet passport or Russian birth certificate in the RSFSR.
- Certificate of incapacity or disability.
- Passport and birth certificate of a child who is a citizen of the Russian Federation.
- If there is a disabled parent or parents who are Russians - papers confirming the incapacity, their passports and the applicant’s birth certificate.
- For spouses of Russian citizens – the spouse’s Russian passport, marriage certificate.
- For investors - a confirmation letter from the management of the company into which the funds were injected, indicating the amount contributed.
- If the applicant has a Russian child declared incompetent - a birth certificate or his passport and a court decision (copy) recognizing the child as incapacitated.
Employees of the Ministry of Internal Affairs always retain the right to request additional documents. However, in most cases, the papers listed above are sufficient.
To obtain a temporary residence permit, you must pass an exam on knowledge of the Russian language.

Features of filling out an application
The questionnaire is the main document that combines other submitted papers. It can be issued both in paper and electronic form. In the first case, you should print the form on both sides (you get two double-sided sheets). It is allowed to fill out the form only in Russian.
If an application form is drawn up for a minor citizen under 14 years of age, the responsibility for filling out and signing falls on the shoulders of the child’s legal representative. The application for temporary residence permit for minors can be downloaded here.
When filling out the form manually, please ensure that the information is written legibly. Can be filled in both block and capital letters. The main thing is that the text is easy to read. Use black ink.
The application is a list of questions that the applicant must answer fully. You cannot leave empty fields. Once completed, you do not need to sign. This is done only in the presence of an employee of the Ministry of Internal Affairs when submitting the application and the documents attached to it.

Cases of refusal to accept documents
The Main Directorate of Migration Affairs of the Ministry of Internal Affairs of Russia is authorized to refuse to accept an application for a temporary residence permit in connection with:
- incorrect filling of data;
- the applicant’s stay in the country in violation of the regime;
- invalidity of the passport;
- expiring passport (less than six months);
- provision of knowingly false data;
- detection of diseases during medical examination;
- having an outstanding criminal record;
- violation of the migration regime.
How can a temporary resident citizen obtain a residence permit?
A temporary residence permit in most cases is the first step, followed by obtaining a residence permit and then a Russian passport.
However, some foreigners can skip the first step and immediately obtain a residence permit. This simplification is available:
- people whom the state has recognized as native speakers of the Russian language. For this category of citizens, a residence permit is issued only for three years, after which it is necessary to obtain citizenship;
- citizens of the Republic of Belarus;
- migrants working in Russia by invitation and recognized as highly qualified specialists;
- those who were born in the RSFSR. But there is a condition here - it is necessary that the applicant also had Soviet citizenship in the past;
- visitors who have close Russian relatives living in Russia. You can apply immediately for a residence permit if you have Russian parents, a son or daughter. The age of the relative does not matter;
- citizens who have studied full-time at a higher educational institution located in Russia. The basis applies only to those who graduated from a university with honors;
- specialists who, at the time of obtaining a residence permit, have already been working in a profession from the list for six months, provided that during this entire period the employer made deductions required by law;
- applicants who have lost their Russian citizenship;
- some stateless persons.

The rest must first obtain temporary resident status and after eight months they can apply for a residence permit.
The main thing is not to delay the registration, since the consideration of the application lasts four months. Therefore, you must submit an application for a residence permit no later than four months before the temporary residence permit expires.
Registration at place of residence
Registration at the place of intended residence is a stage that is carried out both in one’s own living space and in the housing of relatives and friends with their consent or in a rented apartment.
Registration is necessary for employment, registration of children in preschool institutions and schools, visiting a clinic, and receiving social benefits. 7 days are allotted for registration.
The following documents are required:
- application of the required sample;
- State duty – 350 rub. (for those on quota);
- passport (certificate of temporary asylum);
- temporary residence permit;
- property rights to housing;
or
- consent of all owners of living space for registration (personal or notarial);
- a rental agreement signed in the presence of a migration service inspector;
- arrival sheet 2 pcs.;
- statistical coupon 1 pc.;
- registration card (when registering in an apartment);
or
- house register (when registering in the private sector).
Registration at place of residence
Re-registration
If a temporary residence permit has been issued, but there is a need to move to another region, re-registration is carried out. It is necessary to contact two bodies of the Main Directorate for Migration and Migration: first, to the service at the place of “departure”, de-registration there, then submit documents for new registration at the place of “arrival”.
The period for consideration of a case on re-registration of a temporary residence permit is up to 2 months.
The following documents are required:
- migrant's national passport with a temporary residence permit stamp and registration;
- document confirming re-registration.
For example, a person has received a temporary residence permit and is registered in Rostov, but expresses a desire to move to live and work in Moscow. Then he must submit a document on the ownership of housing in Moscow or a notarized consent of all owners for registration in their Moscow living space.
Where does it say the amount of duty?
The amount of the duty is set by the state, the amount is specified in the Tax Code of the Russian Federation, namely in Article 332.28 (clause 22).
Accordingly, the exact amount specified in the legislative act is paid. It can only change if appropriate amendments are made to the Tax Code.
Foreigners receiving a temporary residence permit are often interested in how much the state duty costs, depending on which country the migrant comes from.
The service costs the same for everyone. It doesn’t matter whether you come from a visa-free or visa-free country, are issued under a quota or simplified procedure, are an adult or a minor - in all cases you pay 1,600 rubles.
