Migration registration is a procedure after which a foreigner can stay in our country on completely legal grounds. If you come to work, study, visit or for another purpose, then you should start registering from the first days of your stay in Russia.
However, some categories of foreign citizens have more than a month to “legalize”. So, if you are the holder of a Belarusian, Kazakh, Armenian or Kyrgyz passport, then the state provides you with 30 working days to register for migration (in other words, to register). Citizens of Tajikistan have 15 days. And if you have Moldovan, Uzbek, Ukrainian, Azerbaijani, Abkhaz or South Ossetian citizenship, hurry up, you only have 7 working days left.
Migrant-Garant has been providing qualified assistance in obtaining registration for foreign citizens for several years. Even if there is very little time left before the deadline, contact us, we will try to help you. Order a free consultation with our specialists by phone or come to our office in person.
Who will accept and guarantee
Registration of a foreign citizen at the place of stay does not depend on his status - whether he has a visa, etc. It is something like a registration: you must prove that you have where (and with whom) to stay. The role of a guarantor - the so-called receiving party - can be, for example, your family, friends, a hotel, the owner of a rental home, or the organization in which you are going to work or study.
Thus, you need to either live or work with the receiving party (hereinafter referred to as the PS). According to the provisions of Russian legislation, both a citizen of the Russian Federation and a foreigner permanently residing here with legal status can become a PS. As for legal entities and organizations, these can be either Russian companies and government services, or representative offices of foreign states/companies in Russia. If you have any doubts about your IP status, do not take risks, consult a qualified migration lawyer.
Attention! Often, some dubious organizations or unscrupulous individuals, in pursuit of “easy money,” promise assistance in obtaining registration in Moscow and other cities, offering to register at a “fraudulent” address or company. You need to understand that such “services” are classified by law as fraud; the consequences of such “registration” can be very disastrous for a foreigner.
Required documents
You can make a temporary registration if you have the following package of documents in your hands:
- Application for temporary registration at the place of stay, having the established form No. 1. The signatures of the applicant and the owner of the living space are required.
- Identity document:
- Russian passport,
- birth certificate (for persons under 14 years of age).
Children under 14 years of age are registered exclusively with one of their parents (the period is similar to the period of validity of the registration of a parent or guardian). Teenagers from 14 to 18 years old who have a passport can register independently if they have the written consent of their legal representatives.
- Documents that provide the basis for the provision of the service (application from the owner and certificate of state registration of the right).
Where and how does migration registration take place?
Have you decided on the host?
Great, now you need your “Russian guarantor” to fill out a notice of arrival of a foreign citizen (it can be downloaded by following this link). There is nothing complicated in filling it out; for this you do not need a migration registration specialist: you will only need to enter your passport data and data from the migration card. The main thing is that everything is formatted neatly, legibly and accurately, without errors, corrections or typos. After filling out, go to the territorial department for migration issues, to the MFC or to the post office. If you are registering with an individual - for example, with your relatives or in a rented apartment - this person must submit the completed form with you. Please note that the receiving party will be required to present their identification to the person responsible for accepting documents. There are exceptions to this rule: documents can be submitted independently if along with them you present documented valid reasons for the absence of the person acting as the receiving party.
The situation changes with legal entities. The first thing the receiving organization must do is contact the appropriate authorities to confirm its address. An inspection is carried out, the company is registered - and only after that it receives the right to become a host for a foreigner. The description of the procedure may seem complicated, but if you have a qualified lawyer, everything is done easily and without unnecessary delays.
Further registration of a foreign citizen at the place of stay occurs in the same way as in the case of an individual. Together with the foreigner, documents are submitted by a representative of the organization, who must have an identity card and a power of attorney from his company.
Documents for migration registration
The list of required documents for a foreigner temporarily staying in the country begins with the migration card he received at the border. A copy of the migration card, as well as copies of the identity cards of both the foreign citizen and the PS, are attached to the completed arrival notification form.

Procedure for renewing registration for a working foreigner
Registration renewal is usually carried out by the receiving party. This may be an individual who has ownership rights to the premises where the foreign citizen lives, or an organization that hired him to work.
Thus, migration registration can be extended both at the place of residence and at the place of work. The package of necessary documents is almost the same in both cases.
It is very important to submit the package for re-registration not at the very last moment, but with a small margin, because even a day of delay threatens a foreigner with extremely unpleasant sanctions for violating the migration regime.
If you live in Russia permanently
Above we described the procedure for foreigners who are in the country temporarily. But what about those who live in Russia permanently (persons with a temporary residence permit or residence permit)? Firstly, it is obvious that these people do not require a migration card. Secondly, this status allows you to contact local authorities yourself: it is not necessary to bring the receiving party with you to the territorial migration authority, the MFC or the post office - its written consent is sufficient. In addition, you will only need copies of documents that certify the identity of the foreigner and the person (or representative of the organization) acting as a PS.
If you have your own home in Russia
If you own a house, apartment or other living space located on the territory of our country, the law quite logically allows you to do without the participation of any host party. Of course, in this case, your home should be your place of stay: your own apartment in Voronezh or a dacha in Kamchatka will not help in obtaining registration in Moscow.
To register, you personally submit a completed notification, attaching a copy of a document that confirms the fact that you have your own home. This could be a certificate of ownership of an apartment, etc. In addition, you must provide a copy of your passport or other identification document, as well as a migration card - if your stay in Russia qualifies as temporary.

Other situations and special cases
Registration features depend on the specific situation. For example, if you are staying at a hotel, inn, or other similar place, the facility must notify you of your arrival. In fact, there is nothing to worry about in this case - ideally, you will be registered “automatically”. Moreover, within no more than 24 hours from the moment of your arrival.
When you come to visit your relative, who is not a Russian, but is in the country as a highly qualified specialist, then to the mentioned set of papers you need to attach a copy of a document that confirms the existence of family ties with this specialist.
And if you change your place of stay in Russia, then in addition to everything you must present a detachable part of the previous notification form - the one that you filled out at your previous place of stay.
As the practice of migration registration specialists from our law firm shows, each case can present “surprises” hidden in the little things. The registration procedure is simple, but it does not tolerate errors. A timely contact with Migrant-Garant will help you avoid misunderstandings, delays and additional costs.
Deadlines and extension of migration registration of foreign citizens
The validity period of registration also depends on many circumstances. For example, if you come from a country that has a visa-free regime with Russia, then according to current regulations you can stay here temporarily for no more than 90 days during a 180-day period. During this time, you were unable to find a job, did there appear any grounds for extending the three-month period? Then, after 90 days, you will need to leave the Russian Federation and enter back no earlier than after 90 days.
The official basis for extending stay - and, accordingly, registration - may be, for example, a work patent. The period for which you paid the tax is the amount for which your migration registration is extended. It is worth understanding, however, that paying for a patent, say, for a year, does not automatically extend the registration for the same period. In order to extend the migration registration period, a foreign citizen must contact the appropriate authorities within three days after the renewal (payment) of the patent. And if you left the country for at least a few days, then upon return you will have to go through the registration procedure again.
Patent registration renewal deadlines
In addition to the new procedure for renewing patent registration, the deadlines within which this procedure must be completed have been tightened. A foreign worker has only 3 days after paying the next patent fee to submit documents for re-registration.
The penalty for violating this deadline is an administrative fine and the need to update your migration card, which can only be done if you leave Russia and go through border control again at the entrance.
Repeated violation of the new rules leads to a ban on entry into the Russian Federation.
What are the consequences of violations?
As you can see, sometimes it’s not easy to understand the legislation. This, however, is not a reason to take registration lightly. Violate the terms of temporary stay or other rules - and you will not only be fined 5-7 thousand rubles, but also expelled from the country. After which, over the next five or even ten years, you will be prohibited from entering Russia.
Jokes with the law end no less tragically for the receiving party. For providing a fictitious address for registration or other violations, individuals can be fined 2-4 thousand, officials - 40-50 thousand, legal entities - 400-500 thousand.
