Where can foreign citizens register?
Any foreign citizen planning to stay in the Russian Federation longer than allowed by law must take care in advance of where he will be temporarily registered. Acceptable periods of stay without registration:
- 7 days - for persons arriving from countries with a visa regime;
- 90 days - for those who came to the Russian Federation from visa-free countries.
Most often people stay with their friends or relatives. Sometimes they rent housing.

The period for granting registration is determined by a personal agreement between the foreigner and the owner of the property. There are several ways to register:

- already issued temporary residence permit or residence permit;

- current work visa;
- status of a highly qualified specialist;
- study at one of the universities in Russia.
To obtain an authentic certificate, you must contact exclusively the Main Department of Migration of the Ministry of Internal Affairs of the Russian Federation.
How to check the registration of a foreign citizen
The validity of the temporary registration is checked at the Main Directorate for Migration and Migration (the nearest branch). However, the person requesting confirmation must have a compelling reason for doing so. The initiators may be:
- employers who employ foreigners in their company;
- credit organizations.
The procedure for obtaining information is not too burdensome. In addition, there are several options to reduce the waiting time for results.
Personally through the Ministry of Internal Affairs
The fastest way. The interested person must personally contact the nearest GUVM branch. To receive an answer, you will need to provide the migrant’s data or his registration certificate. A response to your request will be provided on site.
Based on the Federal Migration Service (GUVM)
To obtain information, you will need to fill out a special application. Based on the results of the inspection, a certificate is issued containing the following information:
- details of the foreign citizen to whom the paper is issued: full name, date and place of birth;
- confirmation of temporary registration at the specified address;
- registration period;
- details of the foreigner’s identity document (internal or international passport, series and number of the document, date of issue);
- name of the authority that issued the certificate;
- signature of the person who executed the document;
- date of.

The waiting time for a response to this request is up to three days.
By place of stay
Another way to check is to contact the local inspector at your place of residence. In this case, the employee will visit the address indicated in the registration and verify the compliance/inconsistency of the information provided by the migrant.
Request by mail
This method can be used when there is no urgency in receiving a response (time to deliver a letter by Russian Post to the addressee and back, processing the request). What is indicated in a written request:
- data of a foreign migrant;
- information about the applicant;
- the reasons why the applicant needs to obtain this information.
The waiting period for a response is about 30 days. The result of the application will be the receipt of an official document that will contain real information.
By phone
The most impractical option for obtaining information. Causes:
- It is very difficult to reach the GUVM due to the constantly overloaded line;
- the employee has the right to refuse to provide information, since the caller is not able to confirm his identity over the phone;
- information obtained in this way will not be considered official and cannot be relied upon when employing a foreigner for work, concluding financial or legal transactions.
But this option is suitable for making an appointment with a GUVM inspector.
Checking temporary registration online
We are talking about checking through official services: the website of the State Administration for Migration, State Services, MFC.

To obtain information, you need to go to the website and enter the following information:
- number and series of the foreign citizen’s passport, date of issue;
- region of registration;
- type of registration;
- registration address (street, locality, house number, building, apartment).

Important: this type of verification is available only to Russian citizens, because they also need to obtain temporary registration if they leave their region of residence for a long time. It is not possible to check the legality of a foreigner in this way.
Through an intermediary company
Obtaining data through third parties is not the best idea, since all information about migrants is confidential. Only GUVM employees have access to them. Therefore, certificates issued by intermediaries will not have legal force - they can only be used as reference information.
Verification methods
The need to verify the presence or accuracy of registration of a foreign citizen with the Federal Migration Service also arises from authorized persons.
To do this, you can contact the Federal Migration Service body indicated by the newly hired foreign employee and submit a request.
It should contain:
- minimum information about the requested person, his full name;
- the grounds on which the applicant makes the request;
- the reason why doubts arose about the authenticity or existence of registration.
After the official authorized person is familiar with the request, he will endorse the document, with which he will give permission to provide the requested information in the same FMS department or give a ban. In case of refusal, management must indicate the reasons for this in writing.
Most often, this may be a lack of grounds for this type of verification.
Alternatively, you can call the number indicated on the registration document. The original document will always indicate the number of the Ministry of Internal Affairs.
Most likely, registration information will not be provided, since identification of the interlocutor over the phone is impossible. However, you can always attend the service in person.
The request can also be sent by post office. This is suitable for those who are willing to wait a month or two for an answer.

Risks when using intermediaries
Due to the fact that the process of temporary registration itself takes a lot of time, some migrants prefer to turn to intermediaries for help. But in this case, they need to be careful, since there is a possibility of running into an unscrupulous company that will issue a false document. And at the same time he will ask for a lot of money for his “help”. To reduce the risk, you need to first collect information about the company:
- period of stay on the services market;
- reputation;
- customer reviews;
- validity of licenses.
If, in the process of monitoring information about a company, a potential client suspects that it is dishonest, then the best decision would be to refuse cooperation.
“Composition” of the migration card
This document consists of two parts:
- Part “A” is intended for entry into the territory of the Russian Federation.
- Part “B” is intended for leaving the territory of the Russian Federation.

Once completed, Part “A” is given to border control officers when crossing the border. The second form remains with the foreign national. You will only need to give it back when leaving the country.
Filling rules
Rules for filling out the document:
- Please fill in capital letters only.
- It is worth filling out in Russian in Cyrillic. For foreign nationals who do not speak Russian, it is allowed to make an exception and enter all data in Latin letters.
- Filling is done with a ballpoint pen with black or blue ink.
- Corrections and strikethroughs are not allowed.

Reasons for invalidity of registration
Identification of inconsistencies in the information provided by a migrant is fraught with additional checks by the Ministry of Internal Affairs. At the same time, migration service employees have the right to detain a foreigner for 2 days until the circumstances are clarified. The main reasons for this:
- expiration of the temporary registration period;
- expired foreigner's passport;
- illegal crossing of the Russian border;
- falsification of registration made independently;
- a fake document issued by an intermediary company.

Falsification of a document
Falsification of migration cards is a rare phenomenon in the Russian Federation. But, nevertheless, a foreign national faces punishment for providing a false document. Initially, the bearer of the false paper is detained by GUVM employees, then the violator is handed over to the police to clarify the details.
Depending on the situation, providing a falsified document may result in a fine of up to 80,000 rubles or imprisonment for up to 180 days. The violator can also be sent to work for correctional labor for two years.
If a foreign national commits another violation on the territory of the Russian Federation, he will face deportation from Russia.
