  3. Obtaining higher education free of charge.

  10. The right to hold public office and work in the police.
  11. Expedited processing of permits to enter Canada and the USA.

It is especially worth noting that to acquire a Swedish passport you will not need to give up your Russian one.

Conditions and steps to obtain citizenship

This process is lengthy and will last for many years. For Russians, the first step is to cross the border legally. We will discuss in detail how to obtain Swedish citizenship below.

Possession of a long stay visa category D

To obtain a document allowing you to enter the kingdom, you need reasons. To travel on a visit, for tourism purposes, to participate in seminars and conferences, it is enough to have a short-term permit. If you plan to move to Sweden, you will need to obtain a D visa, which gives you the right to stay here for a long time.

Registration of a temporary residence permit

This is the next stage on the path to acquiring an indigenous person. Materials must be submitted to the diplomatic mission in Moscow. A Swedish temporary residence permit can be issued for a period of 180 days to two years. But it can be extended if the applicant has reasons for doing so. Registration of a residence permit requires payment of a consular fee, which is about 11 thousand rubles. After 4 years of holding this status, a foreigner receives the right to apply for permanent residence. This status is granted on an indefinite basis.

Sweden News

Do you love Sweden so much that you want to stay here forever – or even become Swedish? The process can seem daunting, so a local has summarized what you need to know about obtaining Swedish citizenship or permanent residence in Sweden. If you are an EU citizen who studies, has a job or has a livelihood, you automatically have the right to reside in Sweden. These processes may seem complicated, but here are the key things to know.

If you want permanent residence and are an EU citizen

An EU citizen without a right of residence in Sweden (that is, someone who does not work, study or cannot support themselves in the country) can still apply for a residence permit if they have a family member in the country and want to live there with them.

In this case, if you have lived with the person in your country of origin for at least two years, the Swedish Migration Agency says you will “usually receive a permanent residence permit” – provided you apply “as soon as possible after how your relative moved to Sweden.”

However, if more time has passed since your Swedish relative moved to Sweden, this means that "it is usually not possible to obtain permission."

Applications are completed online and are free for all EU citizens. The application can be found here. If a permanent residence permit is not issued, a temporary residence permit for a period of two years may be issued instead.

It's worth noting that despite the name, this permanent residence permit can still be revoked if you leave Sweden without notifying the migration agency. Therefore, if you receive this permit and later want to live outside of it temporarily, be sure to notify the agency. If you do this, you can keep your permit for up to two years, which gives you the right to return to Sweden.

As mentioned earlier, EU citizens working, studying or having a livelihood have the right to reside in Sweden without applying for a permit, but after five years of residence in Sweden these people can also apply for a “permanent right of residence”. This guarantees your right to remain in the country even if you stop supporting yourself, so some people who are not yet eligible for citizenship can apply for this status.

A certificate of permanent residence can be issued free of charge upon request by completing the form "intyg om permanent uppehållsrätt".

If you have right of residence as a family member of an EU citizen and have lived with a close relative in Sweden for at least five years, then you may also qualify for permanent right of residence.

If you want permanent residence and are not an EU citizen

Non-EU citizens who have lived in Sweden for five years with a residence permit and can prove that they have been able to support themselves and their family during this time can also apply for long-term resident status by completing the Ansökan form om status som varaktigt bosatt.”

This permanent residence permit is valid for as long as the person lives in Sweden, but your long-term resident status can be revoked after six years of living outside the country.

If you want to obtain citizenship and are an EU citizen

The rules for becoming a naturalized Swede are not as complicated as they may seem, although there are a few important points to understand. For EU citizens, there are two scenarios to be aware of.

Firstly, as an EU citizen who has lived in Sweden for five continuous years with permanent residence rights, you are eligible to apply for citizenship. Secondly, as an EU citizen who has lived with a Swedish citizen for two years and has lived in Sweden for a total of three years, you are also eligible to apply.

Here you can complete an automated test (in Swedish) to see if you meet these requirements. If you do so, the citizenship application can be completed online here and the processing fee is CZK 1,500.

If you want to obtain citizenship and are not an EU citizen

Non-EU citizens who have a permanent residence permit and have lived in Sweden continuously for five years can also apply for Swedish citizenship.

Non-EU citizens married to or living in a registered partnership with a Swedish citizen can apply after three years, provided they have lived together with the Swedish partner in Sweden for two years. In this case, the applicant must also be “well adapted to Swedish society”, and migration will take into account other factors such as the length of the marriage or relationship, knowledge of the Swedish language and the ability to support oneself.

If you are stateless, you can apply for Swedish citizenship after you have lived in Sweden for at least four years. The same period applies to persons who have been granted a residence permit as a refugee “in accordance with Section 1 of Chapter 4 of the Aliens Law.”

Exceptions to the period of residence requirement for citizenship can be made for "persons married to a Swedish citizen abroad for at least ten years who are not resident in their country of origin," the migration agency notes, if the person has "close ties with Sweden” by, for example, regularly visiting the country, or “an urgent need” to become a Swedish citizen.

However, meeting the various requirements listed above does not guarantee that you will be granted citizenship. Firstly, you must also be of "good behavior in Sweden" and the migration agency will ask for information about whether you have debts or have committed crimes in that country.

The application may be denied if the person has unpaid taxes, fines or other fees. Debts to private companies transferred to the Swedish executive may also affect the application even if they are paid, as two years must pass after payment to prove that you are debt-free. If you have committed a crime, there is also a certain period before citizenship can be granted, which depends on the sentence.

Citizenship for children

If you have children, you can also include them in your citizenship application, provided they are unmarried, under 18 years of age, living in Sweden, and you have sole custody of them or a parent with joint custody. guardianship, gave his consent.

Children who are over 12 years of age must also provide their own written consent so that parents can apply to become Swedish citizens.

What will happen next?

If you are lucky enough to be granted Swedish citizenship, you have what the migration agency calls the "absolute right" to live and work in the country, can vote in Riksdag elections, stand for Riksdag, join the Swedish police and the Swedish armed forces, and obtain EU rights , if you were not previously an EU citizen.

As a final point, keep in mind that some countries do not allow dual citizenship, so check the rules for your home country before you apply.

Options for quick registration of citizenship

The procedure can be expedited, but only if there are compelling reasons, which are listed in local citizenship laws (Utlänningslagen 2001: 82). A faster procedure is provided for Russians whose children, parents, wives, and husbands legally reside in Sweden. The authorities' loyal attitude towards refugees also speeds up the procedure for gaining status. Let's look at how a Russian citizen entitled to a simplified preferential scheme can become a Swedish citizen.

Submitting an application for naturalization

This is the most popular legalization option. Russians will need to request Schengen or permission D. Next, they must obtain a residence permit, and after 4 years of being in this status, permanent residence. A foreigner with a permanent residence permit cannot leave Sweden for a long period of time for at least 5 years. If the total absence of a person in the kingdom during this period exceeds 9 months (and in the last year the limit is set at 90 days), then the period is reset to zero and the countdown for acquiring citizenship begins again.

All this time, the foreigner must be officially employed and have an income that allows him to support himself and family members (if any). In the case of business immigration, strict compliance with local labor and tax laws is required. It is worth noting that due to high payments to the treasury, Russians rarely choose this method of moving to Sweden for permanent residence.

The Swedes are very practical and welcome every foreigner who can benefit the kingdom. Therefore, a simplified scheme for obtaining citizenship of the Swedish monarchy is available to outstanding scientists, athletes, and scientists.

Family reunion

For immediate relatives of Swedish passport holders, the authorities provide the opportunity to move to the country and obtain status in an expedited manner. This includes father, mother, daughter, son, and spouse. Children must be under the age of 21 and not be in a formal marriage.

In some cases, it is possible to transport a brother or sister to Sweden, but then you will need to prove this need. For example, if a relative is disabled and depends on an immigrant. At the same time, it is necessary to confirm the sufficiency of material resources for its maintenance. Such situations are considered on an individual basis.

Marriage

A very popular and effective option to quickly obtain Swedish citizenship. Children born into a mixed union will automatically be given the status of a citizen of that country. There is a very loyal attitude to the concept of “marriage” in the kingdom, so a marriage with a Swedish citizen may not even be officially registered. In this case, you will have to prove the fact of living together and running a common household.

The kingdom's legislation also recognizes same-sex unions. Couples must provide evidence that their marital union was entered into with serious intentions. An authorized migration officer (Migrationsverket) will periodically visit the couple in their apartment. He is authorized to check whether they live together and interview neighbors.

If a fictitious marriage is revealed, the participants in the criminal act will face punishment in the form of a fine or imprisonment. The foreign party will be expelled to their homeland, and entry into the kingdom will be prohibited. If the checks are positive, you can obtain Swedish citizenship by marriage after two years of marital relationship. At the same time, one more condition must be met - to stay in the kingdom for at least three years.

Continuous residence in the country

Sweden

To purchase a Swedish passport, as a rule, you need to have a residence permit for at least 4 years before applying for permanent residence. In total, in the absence of grounds for a simplified procedure, about 10 years pass before the application for citizenship is granted. A short trip outside the kingdom is not taken into account in calculations of the duration of the period. Temporary periods spent visiting loved ones or arriving for seasonal work are not considered permanent residence.

If the applicant is stateless, he must prove a permanent four-year presence in the kingdom. The same rules apply to refugees. Some foreigners open small businesses in Sweden. This option is rarely used as a basis for immigration due to the current tax system in the country.

Grounds for obtaining Swedish citizenship

As in most EU countries, there are several ways to become a full-fledged resident of Sweden.

Ways to obtain Swedish citizenship

Ways to obtain Swedish citizenship in 2021:

  • upon birth or adoption;
  • based on family ties;
  • through the naturalization of man;
  • as a result of an official marriage with a resident of Sweden;
  • if the person is a refugee;
  • for services to the Kingdom;
  • upon restoration of citizenship.

A foreigner can be considered a Swedish resident if he has documents permitting permanent residence in the territory of this country.

Today, obtaining Swedish citizenship is possible under the following conditions:

  1. The applicant undertakes to provide a document allowing him to permanently reside in the territory of this state.
  2. The applicant undertakes to live in the territory of this power for at least 5 years.
  3. The applicant undertakes to submit certificates proving the absence of a criminal record in the territory of the Swedish state.

If there is a serious administrative offense, an immigrant will not be denied citizenship, but the period for consideration of his application may increase significantly.

Sweden on the map of Europe

A person has duties and rights similar to those that apply to subjects of the Swedish state. The resident gains the right to vote, be elected and serve in the army or police.

Granting Swedish citizenship to children

According to existing legislation, Swedish citizenship is automatically issued to a child born on the territory of this state. It is noteworthy that only one of the child’s parents can be a Swedish citizen.

To do this, you need to provide a marriage certificate with a resident of Sweden. If the applicant does not have this document in his hands, then the issue will be resolved individually and will depend on the place of birth of the baby.

Adoption

Until the age of 12, a child adopted by Swedish parents or parents who have accepted Swedish citizenship is automatically also considered a Swede. The adoption procedure requires obtaining official approval for this process from the authorized bodies of the Kingdom and is formalized in strict accordance with the law.

In Sweden, children's rights are considered one of the most important issues in public policy. An educational video is provided below.

When a child reaches the age of 12 or older, he will be able to become a resident of the country officially on the principles of naturalization. The teenager must apply on his own behalf to wish to become a Swede, and the authorities are obliged to accept his request unless there are exceptional grounds for the contrary.

State support for families with children

For each child under 18 years of age, the state pays parents an allowance equivalent to 10,000 Russian rubles. If the parents' salary is less than 1,000 euros (€), an additional cash benefit is due.

Kinship ties and family reunification

In 2021, as before, the shortest way to obtain Swedish citizenship is through kinship with a citizen of this state.

For former Swedish citizens, if they have lost their citizenship, there is also a simplified procedure for its restoration. Sometimes a person leaves the country against his own will. Thus, Swedish companies with branches all over the world offer specialists to move to a foreign country for a long period of time.

Marriage registration

The basis for a preferential path to obtaining citizenship can be marriage to a Swedish citizen. It is important to remember that the spouses must prove that their marriage was not fictitious. Swedish authorities sincerely interested in population growth.

According to Russian emigrants, government officials check how the newlyweds are living about once a quarter. To do this, neighbors are interviewed and other “tests” are carried out. The verification is completed after a two-year period, and you must live in the Kingdom for at least 3 years.

Swedish law also allows same-sex marriage. In this case, the couple also needs to prove in fact that their union is real.

Punishment for a fictitious marriage

If a fraudulent marriage is suspected, the immigration officer will visit the couple more often. If there are neighbors who confirm the assumption that the marriage is fictitious, the husband and wife will be charged with fraud in the area of conferring citizenship.

The native Swede will be subject to imprisonment. A prison sentence for his partner is also possible, but in most cases she will be expelled from the country with a lifelong entry ban.

Swedish marriage certificate

In case of divorce, the immigrant will return to the previous conditions for obtaining official status as a resident of Sweden.

Human naturalization

The naturalization conditions contain several criteria by which an applicant will be assessed for the status of an official resident of Sweden.

Requirements for consideration of an application for Swedish citizenship:

  • permission issued by government authorities for a residence permit, as well as permanent residence in Sweden for a period of at least 5 years;
  • availability of documentary evidence of residence in Sweden for at least 5 years continuously.

An application for naturalization may be granted when the applicant:

  • several years ago he was already a Swedish citizen;
  • can present documents confirming the fact of marriage with a citizen of this power;
  • provides other “respectful” documents (this point is discussed with diplomats individually).

Labor immigration

To cross the Swedish border, you must have an invitation from an employer from Sweden and a long-term contract.

Through refugee status

Refugees and stateless people are those categories of people who have the right to become a Swedish citizen under a simplified system.

The Geneva Convention defined refugee status back in 1951. Political refugee status was established in 1990 in the protocols of the Dublin Agreement. Sweden is actively involved in a program to protect these categories of people.

For those who are persecuted in their own country for political or religious reasons, or are subject to life-threatening discrimination on racial or national grounds, Sweden provides free housing and social benefits. However, now refugees can be placed in a general camp due to the large influx of refugees in recent years.

Sweden has long been known for its liberal immigration policies. This led to hundreds of thousands of refugees flocking to this country. Details in the next video

The residence of a refugee, as well as the period of his residence in the territory of the state for more than 4 years, is considered a sufficient basis for the purpose of obtaining citizenship. In 2021, 65,000 applications from refugees to become residents of Sweden were considered.

Forced immigrants can bring their own family to Sweden. All of them are exempt from exams and tests.

Privileges for people from certain countries

Immigrants from Norway, as well as Finland, have preferential conditions for the process of conferring Swedish citizenship. The requirement for the period of their permanent official presence on the territory of the state has been reduced to 2 years.

Special services to the country

Merits that increase the prestige of the country at the international level in the political, economic, scientific, cultural spheres before the Kingdom guarantee the issuance of a Swedish passport on individual terms. The decision to officially recognize a foreigner as a Swede in this case is made personally by the monarch.

How to obtain citizenship for a child

When a baby is born abroad, but in a Swedish family, he automatically becomes a subject of the monarchy. To do this, parents are required to submit an application to the Kingdom's tax agency to register their son or daughter, and fill out a passport form on the Swedish police Internet service. If the mother and father are in another country, to register nationality you will have to contact the Swedish diplomatic mission in the country of residence. Children from migrant families acquire citizenship simultaneously with the entry into citizenship of their parents.

Documentation

For each minor, the guardian, mother or father fills out an application and application form to acquire status, and includes a birth certificate in the kit. In addition, you will need photographs of the established quality and format.

Born after 04/01/2015

For these kids, a different situation applies: they become citizens of the kingdom by default when at least one of the parents has a Swedish passport. Similarly, the status is assigned if the deceased father/mother was a subject of the monarchy.

Born before April 1, 2015

Children born between 07/01/2001 and this date receive Swedish citizenship if:

  • the mother has state affiliation with the kingdom, and it does not matter in which country the offspring was born;
  • the father has a Swedish passport, and the daughter or son was born in Sweden. When a baby is born in another country, the father and mother must be in an officially registered family union.

In addition, minors born and living in the kingdom become Swedes when the mother and father are unknown.

Adoption

When a child under the age of 12 is adopted into a family by a Swedish citizen, he can acquire citizenship. To do this, one of the following conditions must be met:

  • legal relations were formalized by an act adopted in the Kingdom of Sweden or another Scandinavian state;
  • the adoption took place abroad, and the decision was recorded in the authorized Swedish government agency;
  • the procedure does not contradict local laws.

If a teenager is over 12 years old, citizenship documents must be completed.

Nationality for refugees

According to the High Commission for Persons Who Fled Their Home Country, Sweden ranks fourth in the world in terms of the number of involuntarily displaced people who want to stay here. And in terms of rate per 1000 people, political asylum in Sweden is second after Malta. Many people are attracted here by the current conditions: a large number of various benefits, benefits, the provision of free apartments, and many other preferences for this category of people.

Migration policy in 2021 makes it possible for refugees to obtain citizenship after just 4 years from the moment of moving. In addition, they have the right to bring their family to the kingdom. Refugee children receive services in medical institutions and study in schools for free, along with locals. Adults must pay insurance to receive treatment.

Obtaining refugee status in the country

An important condition is the basis for fleeing the state in which these persons are being persecuted. It is necessary to present convincing arguments and strong evidence. Particular attention is paid to the route by which a person got to Sweden. To obtain temporary asylum, you must submit an application to the migration agency, provide the most complete information about yourself, present a passport or other identification documents of the applicant, and a photo.

Applicants must be interviewed to find out the circumstances and motives for fleeing their homeland, based on the results of which officials make a decision. Giving false testimony threatens with at least a fine, and imprisonment of up to six months is not excluded. While waiting for a decision, applicants live in special camps. If they wish, they can rent an apartment or stay with relatives or friends.

Abuse of Swedish passports and black market trading

Until 2021, Sweden had no restrictions on the number of times a person could report a lost passport and reissue a new one.
This led to Swedish passports being sold on the black market and used by smugglers. This has prompted calls for legislation to limit the number of times each Swede can be issued a replacement passport. On April 15, 2021, a new law was passed limiting holders to up to three passports issued within a five-year period. Number of Swedish passports issued per person 2009–2013

Fakes

Swedish police reported 450 fake passports in 2021, almost double the previous year; this also included cases where the original passport was used by another person of similar appearance. They were part of a black market in which passports are bought, rented or borrowed for travel to and from Sweden. Reported cases included asylum seekers, people using fake passports for criminals, or any combination of the two.

Review period

Swedish officials are quite pedantic, so before applying for citizenship, you need to carefully compile a set of materials. After registering the applicant on the website of the migration authority and submitting a request, it is studied in electronic form. If approved, the candidate will be assigned a time when he needs to appear at the migration office at his residence address with all the papers for an interview. The final decision can be made within a period of 90 days to 1 year.

The ceremony of receiving Swedish indigenous status takes place in a solemn atmosphere. It is usually held in the premises of the city Magistrate. The newly minted citizen reads the oath of allegiance to the king and the people and receives a special certificate. This document is presented at the police station where the Swedish passport is issued.

Price

The state charges a fee for reviewing the application and the documents attached to it. Its value varies between 175–1500 Swedish kronor. Exactly how much the applicant must pay is presented in the table. The krona exchange rate is stable today – 1 SEK = 0.11 EUR.

Identification requirements

The application is submitted at special passport offices or embassies. The applicant must appear in person and have his photograph taken there. When completing an application, identification of the applicant is required. This is done:

  • Possession of a valid Swedish passport (not a temporary one), a Swedish national ID card, a Swedish driving license, a Swedish tax office ID card or a SIS ID card.

A person who does not have one of these identification documents must bring with him/her an identity document who is at least 18 years of age, has one of the above documents and one of:

  • Husband, wife, person living at the same address, parent, grandparent, own child, sibling, stepparent or equivalent, employer of at least one year's employment, or government official who knows the person through work .

These requirements are similar to the procedure for other Swedish identity documents. There is no age limit to obtain a passport, but people under 18 must be accompanied by a guardian (preferably both) when applying.

Possibility of dual citizenship

Swedish laws allow its citizens to have two or more passports. This is very important, since when registering nationality for a country, you will not have to submit an identity card of a citizen of another country. If our compatriot has dual Russian-Sweden citizenship, then the only thing that is required of him is to register with the Main Migration Department of the Ministry of Internal Affairs at his address in the Russian Federation.

The kingdom's authorities argue for such permission based on democratic norms. For Russian applicants, this is of great importance, as it facilitates the process of visiting their homeland, where many have relatives and friends. In addition, if new citizens are unable to integrate into local society, they always have the right to return to their homeland.

In some cases, when it is not possible to obtain a Swedish passport, an alien's document is issued. Having it in hand, a person can move within the Schengen borders, but only with a visa. The foreigner's passport meets all EU criteria, it contains a photo of the owner, and there is an electronic chip with data.

Results

Obtaining a Swedish indigenous identity is a lengthy procedure, requiring the applicant to comply with strict norms and rules. At each stage, in order to avoid delays or refusal, you must be extremely careful when filling out the papers. It is important not to make mistakes or blots in the application. The information in the application form and in the attached documentation must match. All papers must be translated into Swedish. The applicant must be law-abiding. If all conditions are met and there are grounds, the applicant can count on receiving citizenship.
