When is citizenship granted?
Today, citizenship of the Republic of Uzbekistan can be granted:

In the current realities, losing citizenship of the Republic of Uzbekistan is not so easy.

You can lose your citizenship of the Uzbek Republic under the following conditions:
- if a citizen of Uzbekistan voluntarily accepts foreign citizenship;
- if a citizen of Uzbekistan becomes liable for military service in relation to another state;
- if a citizen of Uzbekistan does not register at the consular department for five years;
- if a foreigner has become a citizen of Uzbekistan by providing knowingly false information.

In order to obtain citizenship of the Republic of Uzbekistan in 2021, it is necessary not only to meet certain criteria, but also to fulfill some important conditions.

What documents are needed
In order to obtain citizenship of the Uzbek Republic, a foreigner undertakes to provide a package of documents to the diplomatic institution of the country, which includes:

- Autobiography (written in free form).
- A document confirming that the applicant has an official source of permanent income.

Also, the country’s law on granting citizenship provides for the following:
- all applications and petitions are considered only if they are submitted in writing, according to a strictly established template;

In 2021, the applicant must submit the documents necessary to obtain citizenship of the Uzbek Republic only in person. This applies to both those who permanently reside in Uzbekistan and foreigners. When an applicant applies to a diplomatic institution for citizenship, he undertakes to pay a state fee. The amount of payment can only be determined by the Law of the Republic.
How the application is processed
The decision on the applicant's application is made by a special commission. During the consideration of the application, the commission staff considers all the arguments of the foreign person applying for citizenship from all sides. All documents provided by the applicant are carefully studied.
It is important to understand that if the applicant provides incorrect or deliberately false facts, then the resolution of his issue is unlikely to be positive.
The decision of the special commission has a protocol form. The document is signed by all members of the commission who participated in the consideration of the application.
In some cases, a person applying for citizenship of Uzbekistan has the right to re-apply. It is important to note that in this case the application will be reviewed within twelve months. But if the applicant confirms the exceptionality of his situation, then the issue may be considered a little earlier.
If the issue is resolved positively, then the applicant is recognized as a citizen of the state. Then he is issued a new passport as a citizen of Uzbekistan.

BY THE RESOLUTION OF THE MINISTRY OF INTERIOR AND MFA (REG. No. 2909 OF 01.08.2017), INSTRUCTIONS ON THE PROCEDURE FOR PREPARING MATERIALS ON ISSUES OF REGISTRATION OF LOSS OF CITIZENSHIP were APPROVED.
The document regulates in detail the procedure for the actions of employees of authorized bodies and the preparation of materials when registering the loss of citizenship for each of the grounds.
1 – loss of citizenship by persons for whom there are documents or other reliable information confirming their entry into the civil service of a foreign state.
To identify such citizens, consular offices:
- send notes to the Ministry of Foreign Affairs of the countries of their consular district on the provision of information regarding citizens of Uzbekistan who have entered the civil service of a foreign state, and inform about the provisions of the legislation of our country;
- check information from interested ministries and departments about the entry of an Uzbek citizen into the civil service of a foreign state;
- study the appeals of individuals and requests from a foreign state regarding the citizenship of these individuals of Uzbekistan.
2 – loss of citizenship of persons permanently residing abroad who have not registered with the consulate without good reason within 3 years.

To identify persons permanently residing abroad who have not registered with the consulate without good reason within 3 years, consular offices: – check applications from persons received at consular offices; – study requests from a foreign state about a person’s citizenship of Uzbekistan; – identify citizens held in prison in the countries of their consular districts; – check, using their consular records, lists of citizens who have been registered for permanent residence abroad, submitted by the Main Directorate of Migration and Registration of Citizenship of the Ministry of Internal Affairs. | When issuing an extract or sticker of a permit for travel for permanent residence abroad, the migration and citizenship departments of district, city departments, departments of internal affairs and territorial departments of the Ministry of Internal Affairs notify citizens in writing about the provisions of Art. 21 of the Law “On Citizenship”. At the same time, information about this category of persons (departure sheets), within 1 day after the registration of the extract, is entered into the database of the Integrated Automated Information System “Passport-Visa” of the Republican Center for Automated Information System for Passportization of the Population. |
The head of the consular office, depending on the circumstances, based on objective data, independently assesses whether the reasons why the citizen did not register with the consulate in a timely manner are valid.
3 – loss of citizenship by persons in respect of whom it is established that the citizenship of Uzbekistan was acquired as a result of the submission of knowingly false information or false documents.
When conducting an inspection, the relevant departments of the internal affairs department or consular offices determine:
- the person’s residence in the country at the time the Law “On Citizenship” came into force (07/28/1992);
- whether the person has a residence permit on the territory of Uzbekistan at the time the Law came into force;
- whether the person has military registration in the defense departments at the time the Law came into force;
- the birth of a person after the entry into force of the Law and his right to acquire citizenship of the Republic of Uzbekistan in accordance with Art. 13– Law;
- circumstances provided for in paragraph 2 of Art. 4 Laws.
The materials collected during the inspection, together with a conclusion on the unfoundedness of the acquisition of citizenship, are sent to the prosecutor's office. The fact of acquisition of citizenship as a result of the submission of knowingly false information or false documents is established by a court decision that has entered into legal force.
4 – loss of citizenship of persons who have caused significant harm to the interests of society and the state, engaging in activities in favor of a foreign state, or by committing crimes against peace and security.
Documents confirming:
- causing significant harm to the interests of society and the state as a result of activities in favor of a foreign state;
- commission by a citizen of crimes against peace and security, established by a court verdict that has entered into legal force.
5 – loss of citizenship of persons who have acquired citizenship of a foreign state.

To identify persons who have acquired citizenship of a foreign state, consular offices: – send notes to the Ministry of Foreign Affairs of the countries of their consular district on the provision of information regarding citizens of Uzbekistan who have received foreign citizenship; – check information from interested ministries and departments about the acquisition of foreign citizenship by citizens of Uzbekistan; – study requests from individuals and requests from a foreign state regarding the citizenship of Uzbekistan.
