Entry into the DPR and LPR for Russians and Ukrainians in 2021: border, rules, documents

Member of the National Assembly of the DPR Anastasia Selivanova explained in detail what grounds and documents are needed to travel to the DPR for citizens of the Russian Federation.

“Last weekend, while going through passport control at the Russian border, I witnessed how two families in cars with Russian license plates were turned back to Russia and were not allowed further to the DPR border. As it turned out, one family had no reason to cross the Russian border into the DPR, while others had reasons, but did not have supporting documents,” wrote A. Selivanova.

At the moment, due to the introduction of anti-coronavirus measures, crossing the Russian border is regulated by two documents:

  • By Order of the Government of the Russian Federation dated March 16, 2020 N 635-r;
  • By Order of the Government of the Russian Federation dated March 27, 2020 N 763-r.

If you have a Russian passport, then you will be allowed across the Russian border into the DPR only if you belong to the following categories of citizens:

Presence of close relatives in the DPR

Spouses, parents, children, adoptive parents, adopted children, guardians and trustees. (paragraph 5, paragraph 2 of Order 635-r, paragraph 16, paragraph 2 of Order 763-r).

You will not be allowed to visit your grandmother, aunt, grandson, distant relatives, ex-husband, friends and acquaintances living in the DPR.

Documentation:

  • Passport (foreign passport) of the Russian Federation.
  • A copy of the relative’s passport with registration in the DPR. For example:
  • copy of 1-2 pages + registration page;
  • copy of 1-2 pages + Copy of Address Certificate (in case of registration in a passport outside the DPR);
  • a copy of the Permanent Residence Certificate.
  • A copy of a document confirming the degree of relationship.
  • For spouses, this is a Marriage Certificate;
  • For children/parents - this is a Birth Certificate. ‼️ Please note that if you got married and changed your last name, then you need to provide documents that will show the transition of your maiden name to the one written in your passport (copy of marriage certificate, divorce certificate, marriage certificate, name change certificate) .
  • A similar point for your parents: if one of the parents indicated on your birth certificate changed their last name, then you need to provide documents about the change of the parent’s name (a copy of the marriage certificate, a divorce certificate, a marriage certificate, a certificate of name change).

In simple words: it should be clear that the parent's surname on your birth certificate and the surname on your relative's passport belong to the same person.

The rules for entry into Russia have been changed. How did this affect the residents of Donbass?

From April 15, the rules for entry into Russia have changed. Now most visitors - regardless of whether they arrive by plane, train or car - must take a PCR test for coronavirus infection. As stated in Rospotrebnadzor, according to the changes made, all citizens of the Russian Federation and foreigners arriving in Russia by any type of transport must:

  • before arrival, fill out a form for those arriving on the territory of the Russian Federation on the Unified Portal of State and Municipal Services;
  • within three calendar days from the date of arrival on the territory of the Russian Federation, undergo a laboratory test for COVID-19 using the PCR method and post information about the result on the State Services portal;
  • Until the results of a laboratory test for COVID-19 using the PCR method are obtained, observe the isolation regime at the place of residence (stay).

It is noted that there is no alternative option to declare one’s “purity” from the virus. Those who decide to ignore the rules and fail to pass the test face a fine of up to 40 thousand rubles. Filling out and submitting questionnaires will be organized at land border crossing points. At the same time, not only Russians, but also citizens of member states of the Eurasian Economic Union must take the test. They must confirm a negative PCR test result for COVID-19 using the “Travel without COVID-19” mobile application. According to the new rules, Russian citizens, as well as residents of ORDLO who have received Russian passports, enter the country and must also pass a PCR test for COVID-19 within 3 days. Residents of the DPR express fear that now they will not be allowed into Russia at all. “Just great news... now everyone won’t leave the DPR?!” - frightened Donetsk residents write on social networks. According to them, they need to enter Russia to travel to the territory controlled by Ukraine, since it is impossible to get there through the checkpoint. Residents of ORDLO also report that upon entering Russia at the border, notifications are given out about changes in the rules for crossing the border of the Russian Federation and the algorithm for further actions, and for now everything is limited to this. “I just crossed the border of the Russian Federation (Kuibyshevo) using a Russian passport. After passport control, as I understand it, there is a person from Rospotrebnadzor (I could be wrong) and gives these notifications, and you also fill out your data in the log - full name, exact address where you will live and telephone number. Those who had DPR and Ukrainian passports - this does not apply to them. Only for citizens of the Russian Federation,” writes an eyewitness on social networks. However, there are also those who contradict this information and report that they calmly cross the Russian border without “extra” filling in the logs. “For some reason they persistently spread such rumors. Nothing anywhere, everyone is passing normally,” writes a resident of the ORDO. There were also those who reported that these innovations do not apply to residents of ORDLO. “My sister called Rospotrebnadzor from Rostov and was told that all tests are needed for citizens of the Russian Federation arriving in the country by any transport, and citizens of the DPR with registration in the DPR do not need anything, even if you are crossing with a Russian passport,” writes another resident of the ORDO in social network. Also, in turn, a deputy from Donetsk, Anastasia Selivanova, reported on her Telegram channel that she had submitted an application to Rospotrebnadzor to provide information and clarification on whether these rules would apply to residents of ORDLO. “I hope that within a week there will be clarifications from Rospotrebnadzor regarding crossing the border by citizens of the Russian Federation and undergoing mandatory PCR tests. In general, I, together with you and Rospotrebnadzor of the Rostov region, are waiting for clarification from the Chief Sanitary Doctor of the Russian Federation,” Selivanova wrote.

How to obtain permission to leave the DPR for Russia or the LPR

“To obtain permission to leave, you need to send the necessary documents to the address , after which the application will be processed and submitted for consideration to the Interdepartmental Operational Headquarters to prevent the importation and spread of the new coronavirus infection (COVID-19). To confirm receipt of the application, you must call 45045 .

Documents are also accepted at the address: Donetsk, st. Universitetskaya, 19 (from 9:00 to 18:00) , where they will be checked, registered and submitted to the Interdepartmental Headquarters for consideration. After reviewing the application, you will receive an official response within 3-5 days."

He added that travel outside the Republic is also allowed for other reasons. For example, if a close relative has died or a person needs emergency treatment, then with supporting documents he can freely cross the border with the Russian Federation or LPR without official permission.

After crossing the border, citizens must self-isolate.

According to Sergei Kondrykinsky, the Interdepartmental Headquarters also created lists so that people could travel to the territory of Ukraine . Unfortunately, the Ukrainian side is blocking the resolution of this issue at the meeting of the Trilateral Contact Group.

A high-quality copy, the seal and data of the enterprise (organization or individual entrepreneur), and the employee’s full name are clearly visible.

3. Copy of passport (all completed pages).

If:

– Russian Federation passport without registration – you must also attach a copy of the DPR passport with registration.

– Ukrainian passport with registration in the territory controlled by Ukraine – you must attach a photocopy of the address certificate.

4. If a person who has a call to work is planning to travel with his family members:

– Photocopy of the passport (all completed pages), as in paragraph 3.

– Documents confirming relationship (marriage certificate).

1. Copies of passports of both spouses (all completed pages).

If:

– Russian Federation passport without registration – you must also attach a DPR passport with registration.

Other nuances of visiting the DPR

If you are traveling to the Donetsk region by car, as when traveling to Ukraine, you need a Green Card, a driver’s license and a registration certificate. There is no need to purchase a health insurance policy.

Citizens of the DPR and LPR entering Russian territory do not need medical insurance either. A green card is required, which is better to apply for at home, since in Russia it will cost an order of magnitude more.

If you take children with you on a trip, no matter from which side you cross the border, you need to have birth certificates with you. If one of the parents is absent, his notarized permission to remove the child is required, or justification of the reasons for the absence of the second parent (death certificate, deprivation of rights, etc.).

Entry bans into the DPR most often occur on the Ukrainian side. As a rule, those who were refused did not inspire confidence and were unable to competently justify the reason for visiting the ATO. The most important reasons are the availability of real estate and visiting relatives. They are usually trouble-free.

In turn, the Russian part of the border with the DPR is free for unhindered passage. Those who travel, if they have a passport, do not have to worry about the fact that they will not be allowed into the DPR.

Crossing borders from Russia during normal times

The status of Donbass has remained uncertain for several years. The self-proclaimed Donetsk People's Republic, like its neighbor, the Lugansk People's Republic, was recognized only by South Ossetia, a territory with the same uncertain status. But this does not mean that Russia, which for geopolitical reasons cannot currently influence the situation, will create obstacles for its citizens and guests from other countries when crossing the DPR border.

If you intend to visit Donbass, you will need only one of two documents for your trip: an internal passport or a foreign passport.

The Donetsk People's Republic is open to all countries of the world. Formally, any citizen can enter it without first obtaining visa documents. No additional permit is required for those entering from the Russian side in 2021.

Those wishing to visit Donbass or Lugansk will also not have any problems with transport. Buses run regularly in both directions. For those who intend to travel to the DPR from Rostov-on-Don, it will be most convenient to order a taxi.

It is important to keep in mind the fact that the Ukrainian side considers it illegal for citizens from Russia to travel across the contact line on the basis of the Law of Ukraine on Border Control. Due to the fact that at Russian border posts, citizens’ foreign passports are stamped, it is highly undesirable to subsequently enter Ukraine with such a passport. Foreigners may simply not be allowed in. Ukrainians will face penalties. Other troubles are also possible.

If you traveled to Donbass from Russia, crossing the ATO border towards the Ukrainian side is illegal. If you need to go to Ukraine, it is better to return to the Russian Federation and enter Ukrainian territory, bypassing the conflict zone.

DPR border checkpoints

Crossing the Donetsk border for Russians is similar to entering Abkhazia. It is better to use an internal passport, since a stamp about visiting Abkhazia will subsequently become an obstacle to visiting Georgia.

On July 2, 2021, the DPR opened the border for free entry for Russian citizens. At the end of October, entry restrictions were reintroduced due to the second wave of coronavirus.

  1. Citizens of the Russian Federation who are registered in the DPR.
  2. To visit close relatives: parents, children, spouses.
  3. For contract work and study at higher educational institutions of the DPR.

For now, only this category of citizens can enter the DPR from Russian territory; the authorities of the self-proclaimed Donetsk Republic have partially closed the Russian border.
