The legislative framework
The exercise of powers to control the movement of citizens is an important factor in the functioning of the state. To organize complete, constant control, a whole list of laws was developed to ensure the effective activities of the Main Migration Department of the Ministry of Internal Affairs. - and some others.

History of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia
Initially, all powers to monitor and monitor the migration flow were vested in the passport and visa service, which has been fulfilling its duties since 1991. In 2004, Decree of the President of the Russian Federation No. 928 of August 16, 2004 was issued. The document liquidated the service, and all powers were transferred to the FMS. This reorganization was carried out in order to reduce the number of officials and simplify access for Russian citizens and foreign citizens to receive government services.
The PVS of the Ministry of Internal Affairs of the Russian Federation was completely disbanded on January 1, 2006. From this date, an extensive network of territorial representative offices of the Federal Migration Service began to operate fully, which made it possible to better control migration processes and carry out the state course in the field of migration.
Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia
In 2021, as part of the global reform of the Ministry of Internal Affairs, a presidential decree was published dissolving the Federal Migration Service as a separate specialized unit of the Ministry of Internal Affairs. On April 5, when the decree came into force, all functionality of the FMS was transferred to the GUVM, which is still in effect.
Features of receiving the service
You can sign up for a queue at the Main Directorate for Migration Issues of Russia, taking into account the work schedule of a particular unit and the provision of services to the population of the Main Directorate for Migration of the Ministry of Internal Affairs (FMS). You can choose a day and time only if there are free time slots for receiving individuals.
Only one individual can record for the same period. However, an individual has the right to stand in line to receive two or more services on the same day. In this case, it is necessary to select different time intervals for each of the planned operations.
If at the selected moment the competent employee is busy with other matters, it is not a violation on the part of the employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs (FMS) for the fact that the appointment started later than scheduled. The visitor is guaranteed that his appointment will begin no later than half an hour from the appointed time. If the visitor himself is late, then after 10 minutes from the time of registration his right to service is lost, and he can only be served by joining the live queue. Of course, you can re-register in the electronic queue using the online registration instructions described above.
On the website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia, it is noted that priority service by appointment via the Internet is provided for persons who indicated real data and identity card details when registering online, and also apply for the actual service that was chosen when going through the registration procedure in the queue.
Functions and tasks of the FMS in Moscow
The functions of the Main Directorate for Migration Issues are extensive - they extend to tracking migration flows, which is carried out in the form of combating illegal residence in the Russian Federation, registration, deregistration of Russians and foreign nationals, maintaining a database, monitoring the compliance of visitors with Russian relevant legislation.
Among the responsibilities assigned to representatives of the Migration Department of the Ministry of Internal Affairs:
- registration, deregistration of foreign citizens located in Russia;
- identification of persons who are staying in Russia illegally;
- issuance of documents (national passports, international passports);
- registration of residence permit and Russian citizenship, refusal of it;
- implementation of state programs in the field of migration policy;
- regulatory and legal management;
- generation of legislative framework.

The work of the structure helps keep records of citizens, which affects the economy (helps calculate budget revenues and expenses), has a positive effect on the crime rate (mainly due to preventive measures), and helps fill the budget by detecting foreign citizens working illegally, without permits.
Order of Operations
To make an appointment at the Main Department of Migration of the Ministry of Internal Affairs (FMS), you need to follow a number of simple steps.
- Enter the address of the government agency's website into the address bar of your browser - guvm.mvd.rf.
- Go to the “Services” tab.
- At the bottom of the page, in the list of services that the General Directorate for Migration provides on the Internet, select “Online appointment booking.”
- After reading the instructions regarding registration and visiting a government agency on the new page, click on “Yes, I agree.” If you do not want to send personal data to the server of the Main Directorate of Migration of the Ministry of Internal Affairs (FMS) of Russia, you should select “No, I do not agree.” Of course, it will be impossible to make an appointment.
- In a new window, select the territorial body of the Main Directorate of Migration of the Ministry of Internal Affairs (FMS) of Russia, in which you plan to register.
- Indicate the type of service that is required when visiting a government agency on migration issues.
- Depending on the selected service, you must specify the type of operation (for example, when choosing “Temporary residence permit and residence permit”, the operation is “Registration”).
- Select from the list a specific department of the Main Department of Migration of the Ministry of Internal Affairs (FMS) of Russia at a specific address.
- Select the desired appointment day on the calendar and free time from the list.
