Paths and importance of immigration to Romania

  1. Advantages and disadvantages
  2. Methods
  3. Procedure

Emigration to Romania among residents of Russia, Belarus, Ukraine and other post-Soviet states is not yet very popular. The fact is that the language in this country is not Slavic, and the standard of living, according to European standards, is not too high. Nevertheless, Romania is one of the most economically developing countries in Eastern Europe, has developed mechanical engineering and metalworking, and is actively developing tourism and other sectors of the economy. The standard of living in the country is gradually increasing.

In addition, Romania joined the European Union. An EU passport allows citizens of this supranational association to legally reside and work in almost any European country. For those who were unable to move to a richer EU state, it makes sense to move to Romania, with an eye to obtaining citizenship, with a view to further moving to Germany, France, Holland and other countries. In addition, in the territory of the former USSR there are a large number of citizens who, according to Romanian law, are considered ethnic Romanians. Such people have the opportunity to move to Romania through a simplified procedure and acquire a passport of this country in a short time.

Should I immigrate to Romania?

Emigration to Romania is one of those global decisions that can radically change the life of a person and his family. The implementation of such solutions always brings not only advantages, but also disadvantages. The positive aspects of moving include:

  • The opportunity to live and work in a European democratic country and pass this opportunity on to children. Romania may be inferior to some European countries in terms of customary and legal order, but it is much cleaner and safer than in the populated areas of the CIS.
  • The opportunity to receive a high-quality education recognized in Europe and access to European medical care. Yes, Romanian universities and medical centers have not yet become leading in the EU, but a diploma from a university in the hinterlands of the CIS countries may not be recognized in Europe at all, and the state of hospitals outside large cities does not need to be described to our readers.
  • The ability to freely visit 172 countries, without visas or receiving a visa on arrival. In the first quarter of 2021, global passport ranking company Henley & Partners placed the Romanian citizenship document in 17th position. There is no CIS country higher in this ranking. The closest Ukrainian passport ranks 41st, and allows you to visit 130 countries without a visa.
  • Obtaining Romanian citizenship will equalize the rights of a native of the CIS with all EU citizens. An immigrant will be able to move to any European country and settle there legally.

There are also negative aspects to immigration to Romania:

  • Low standard of living. A doctor receives about 1,200 euros, a bank employee - 1,300, middle managers - 2,200 euros. Yes, by European standards this is terribly low, but higher than in the CIS countries. In addition, in Romania prices are much lower than in richer European countries.
  • To find a good job, you will definitely need to speak Romanian and, in most cases, English. The Romanian language is related to Italian and identical to the Moldovan languages.
  • Emigration to Romania means moving to a new society that has its own traditions and a different mentality from the post-Soviet one. You will have to get used to this. Some Romanians who experienced the Second World War have a negative attitude towards the Russians. However, their descendants are not guilty of this and are quite friendly towards immigrants from the former USSR.

In general, we can say that immigration to Romania brings more positive aspects than negative ones. In addition, the positive aspects are more significant.

Residence permit in Romania: grounds for obtaining a residence permit

Since it is impossible to buy a residence permit in Romania , we recommend that you use the current grounds for obtaining the desired status:

Studying at accredited Romanian universities

Foreign students can obtain a residence permit in Romania for the entire period of study by providing a certificate of enrollment to the immigration authorities. If you intend to study in Romania, you will need to obtain a student visa, on the basis of which a temporary residence permit will be issued. To do this, before arriving in Romania, you must submit an application and receive a letter of acceptance from the Ministry of Education and Scientific Research or the selected Romanian university, provide evidence of a good level of proficiency in the language in which you will be studying, and have all documents certified by the Romanian Embassy of your country of residence.

Labor activity

A residence permit in Romania is issued to a foreign specialist who has received an official work permit from the Romanian Ministry of Work and Social Protection. You can obtain such a permit if you have entered into an employment contract with a Romanian employer and received a job in Romania.

Reunion with relatives

Foreign spouses, minor children (including adopted ones) and parents of Romanian citizens or foreigners with permanent residence status are entitled to obtain a residence permit in Romania. The period for reviewing documents and making a decision is about 3 months.

Business immigration

It is considered the most difficult way to obtain a residence permit in Romania, since the process is clouded by bureaucratic delays in collecting documents confirming the applicant’s financial solvency. To open a business in Romania, you will need to prepare a project for the planned company, have a start-up capital of 100,000 euros and create 15 jobs for Romanian citizens.

Note!

Purchasing real estate is not the basis for obtaining residence permit status in Romania.

Initially, you can obtain a residence permit in Romania for a period of 1 year with the possibility of further extension. After 5 years in the status of a residence permit, immigrants can apply for a permanent residence permit (PR), and subsequently for Romanian citizenship .

How to move to Romania: main ways

Unlike many poor EU countries, the Romanian government does not sell passports. It is impossible to acquire citizenship by investing money in the economy or purchasing real estate of a certain value. You will have to legally move to the country, gain a foothold there and complete all the necessary documents in the manner prescribed by law. This path takes considerable time.

There are many advertisements on the Internet from dubious companies offering to quickly issue a Romanian passport. You shouldn't trust them. Most likely you will be deceived. Contrary to the claims of scammers, emigration to Romania requires a valid reason. Consider these reasons:

Through study

By enrolling in a Romanian university, you can acquire a diploma recognized in Europe. Upon completion of education, the immigrant will be allowed to find work in the country. It won't be difficult to do this. After working in the country for 8 years, you can obtain citizenship and move to almost any country in Europe. True, during this time a person can achieve certain successes and, perhaps, moving will become irrelevant.

Through work

Official employment in a Romanian company will allow you to legally move to this country. There are certain difficulties along this path, but they are surmountable. Any EU employer is obliged to first look for employees in their own country, then check applicants from other EU countries and, only after that, can invite a migrant to work. For obvious reasons, EU citizens are reluctant to travel to Romania; on the contrary, the Romanians themselves are actively exploring the labor market of rich countries. Therefore, there are vacancies in Romania for foreigners.

Emigration to Romania through employment is real. You just need to confirm your education and work experience in your chosen specialty. Of course, you will also need knowledge of the Romanian language, at least at a basic level. It has been verified that despite the years of socialism, with the compulsory study of the Russian language, Romanians do not speak it.

Through opening a business

You can go to Romania by creating jobs for residents of this state. When creating an LLC, you need to hire at least 10 Romanians. If the legal form of the enterprise is JSC, you need to hire at least 15 local residents. The business plan is approved by the Trade and Investment Center. Therefore, it must be a well-written and realistic document.

Simply opening a business on paper and moving to the EU will not work. He must work, provide income for the whole family and pay taxes. If these requirements are met, over time, a person will be able to remain in Romania for permanent residence, and later acquire citizenship.

Through investments in the economy and real estate

This familiar and popular method of acquiring a foreign passport among wealthy residents of the CIS is closed in Romania. It must be said that perhaps in the future it will close everywhere. Europe is rocked by corruption scandals related to the trade in passports. Investment programs of Cyprus and Malta are closed. In other countries, requirements are being tightened, paying special attention to the legality of the origin of funds.

It is also impossible to acquire the right to reside through the purchase of real estate. But you can open a Romanian company, buy real estate with it and use it. But, in fact, this will be emigration to Romania through doing business. After 5 years of successful entrepreneurship, you can apply for citizenship.

Through marriage

As elsewhere in the world, immigration to Romania through marriage to its citizens is possible. The application for marriage registration must be submitted before the visa expires. After the ceremony, which takes place 10 days later, foreign partners receive a residence permit for one year. A year later, migration authorities verify that the marriage is real and not fictitious. If the check is successfully passed, a residence permit is issued for 5 years. After the country has lived through this period, it is possible to apply for citizenship.

Family reunion

Close relatives of Romanians and legalized foreigners can move in with them and receive a residence permit. Over time, it will be possible to obtain citizenship. Through consistent family reunification, it is possible to transport not only all relatives, but also the entire village to the country.

Through refugee status

The most profitable, but also very difficult to obtain status. You can enter the country without a visa, but you must declare your desire to obtain refugee status immediately. Then you will have to prove that death or unfair persecution that is dangerous to life and health awaits you in your homeland. Those who have such evidence usually strive to reach richer countries.

Having Romanian roots

The fastest way to obtain a residence permit and citizenship. No more than 1.5 years pass before receiving a passport. You only need to document that the grandfather or grandmother were citizens of the Kingdom of Romania. It occupied all of modern Moldova, parts of Ukraine and Bulgaria, and the Romanian lands themselves. Roots can be discovered even by those who have not thought about them.

You will have to complete the interview in Romanian and demonstrate your ties to Romanian culture. Naturally, parents who are citizens of the Kingdom and citizens of Romania will also provide the necessary roots. Minor foreigners can become Romanians if their great-grandparents were citizens of this country.

Starting your own business

If you have decided to immigrate to Romania with business registration, you need to be prepared for thorough checks. State authorities do not oppose the opening of new organizations, firms and enterprises, but they check their fictitiousness.

To prove your intentions, you must provide to the relevant authorities:

  1. The plan according to which the business will be created. It is necessary to cover every aspect of the issue, including the location of the future company, the direction of its activities, and specialization. It is recommended to indicate the number of people you plan to hire.
  2. A bank account statement showing that there are more than 100,000 euros in the account. This financial amount will be the starting capital for opening and developing a business.
  3. A paper that will confirm the creation of at least fifteen jobs. This is due to the desire of the authorities to achieve employment for the majority of the population.

Also, when immigrating to Romania and starting your own business, it is necessary to take into account that the company must have a legal address, company paper and a logo.

Setting up a business in this country will take a short period of time: only seven days.

A temporary residence permit in Romania is granted to citizens who regularly visit the country for business purposes. The first time it is issued for a period of 12 months. The citizen retains the right to extend it.

Work in Romania

Before entering the country to carry out work activities, you must obtain permission. Only on its basis does a foreigner receive full employment rights. In accordance with it, it can consider applications from individuals and legal entities.

According to Romanian legislation, only those citizens who have an employment visa in their foreign passport can find a job.

To obtain it, you must contact the diplomatic missions of the state.

If an employer is interested in a foreigner, he must pay a tax for him, the amount of which is equal to $200. After that, he can enter into a contract with him. After its expiration, if the employer wishes to continue working with the foreigner, he must again pay a tax of one hundred dollars. Therefore, it is not always possible to officially find a job in Romania.

Minimum wage in European countries

Some features that connect moving to Romania in 2021 with work:

  • A permit for a foreigner to carry out work activities is issued for six months;
  • After six months, each employer has the right to submit an application to the relevant authorities with a request to extend the contract. It is extended again for six months;
  • An individual labor agreement is a document concluded between the owner and the employee. It must be completed within ten days from the start of the contract.

Study in Romania

Education in Romania can be obtained at universities and academies. Foreigners who wish to study in this country are required to submit an application to the Romanian Ministry of Education or to an already selected university. Then all you have to do is wait for the letter confirming your enrollment. To receive it, the student needs to show that he has an excellent command of the language in which the training will be carried out.

Before the student arrives in Romania, he must have the documentation package certified by the state embassy. Then he will be issued a student visa, with which he can go to live in Romania. After enrollment in an educational institution, a foreigner will be able to obtain a temporary residence permit, which will be valid for the entire period of study.

To obtain a residence permit, in addition to the standard set of documents, you will need to provide:

  • Certificate of enrollment;
  • If the citizen is under 18 years of age, then an application for permission to study from both parents;
  • A bank account statement confirming that the student will be able to support himself/herself throughout the entire period of study.

After graduation, if he is offered a job in his specialty, the former student will be able to apply for permanent residence.

Marriage with a citizen of the country

Immigration to Romania involves such a method as marriage with a representative of this country. The authorities are loyal to concluding such agreements, so little time is spent checking all documents and fictitiousness. As a result, the foreign citizen is issued a permit allowing him to reside in the country for one year.

After this period, an inspection is carried out.

If the marriage remains valid, then another license is issued, but its validity period is five years.

After this time has expired, you can apply for permanent residence. The country's authorities consider it for about six months, after which they give consent or refuse. In the future, you can also apply for Romanian citizenship.

Features of immigration with marriage to a Romanian citizen include:

  • Marriage can be concluded in any country, this subsequently has no effect;
  • In almost all cases, the authorities grant permanent residence if it is proven that the marriage is not fictitious;
  • If arguments are given in favor of the fictitiousness of the concluded agreement, then the foreign citizen is expelled from the state. In the future, it will not be easy for him to obtain permanent residence in Romania.

Investments

You can immigrate to the country if you have purchased real estate in Romania. It can be anything: an apartment in the center of Bucharest or a cottage outside the city. State authorities, in accordance with the legislation of the country, do not limit acquisitions in any way. The exception is land plots. Foreigners will not be able to purchase them.

If you still want to purchase a plot of land, then know that this is a complex procedure that will require you to spend large sums of money. First you need to register as a legal entity. This entails receiving not only special responsibilities, but also privileges. These include the purchase of land. However, it is worth considering that it will only formally belong to you, but will legally be at the disposal of the company.

Before completing a transaction, each seller must provide permission from local fiscal authorities confirming that the property is registered and is the property of a certain person.

Also, before purchasing, you should pay attention to whether there are debts and whether all taxes have been paid for the purchased property.

A prerequisite is to check whether a mortgage loan has been issued for the selected living space. If yes, you must refuse the purchase, since it conditionally belongs to the bank.

It is worth noting that investing in real estate cannot provide an exact guarantee of obtaining a residence permit in Romania.

Procedure for emigration from Russia, Ukraine and Belarus to Romania

Foreigners can emigrate to Romania only with a national visa. It should not be confused with a Schengen visa or the right to visa-free visits to the country by citizens of Moldova, Ukraine and Georgia. The national visa is issued only abroad by Romanian consulates. You cannot travel with it throughout Europe, but it gives you the right to legalization in the country. And the right to visa-free travel and even residence in the territory of other European countries is acquired later.

There are a number of requirements for immigrants to Romania:

  • they should not immediately sit on the neck of the state, and should provide for themselves;
