Does a Russian citizen need a visa to Taiwan in 2021?


A visa to Taiwan for Russians is issued for long-term stay, but for a period of up to three weeks it is not needed. By mid-2021, another extension of visa-free stay for Russian citizens is expected. The island of Taiwan is under the control of a small country called the Republic of China. It consists of several islands located between China and Japan. The Kyrgyz Republic is recognized as a sovereign state by only a dozen countries in the world.

Russia has not officially recognized the sovereignty of this country, but has established diplomatic relations. The Republic of China is represented in the Russian Federation by the Taipei-Moscow Cooperation Commission (abbreviated as TM KK EKS). In fact, this is a consular service that issues visas to Taiwan.

Without a visa

Entry without obtaining permits is possible for all citizens of the Russian Federation, regardless of the purpose of the trip, be it a tourist trip, business, visiting friends and relatives, etc. The main thing is that the visit should not last more than 21 days, otherwise you will need a visa to Taiwan. The mode is valid until July 31, 2021, as it is experimental. Perhaps it will be extended more than once in the future, since the Kyrgyz Republic needs an influx of investment and strives to develop tourism.

Having arrived in the country, tourists undergo customs control, where they present:

  • A foreign passport valid for at least six months after the applicant’s return.
  • Round-trip tickets for sea or air transport.
  • Book a hotel room for the entire duration of your stay or rent a contract from a private owner.
  • Availability of funds for the trip: card or bank statement showing the balance, cash, etc.

It is better to take out medical insurance, although it is not included in the package of documents. The employee checks whether the new arrival is on the “black list”.

Tourists without a visa who have not previously had problems with the Taiwanese authorities will be able to stay here freely for 3 weeks.

A caveat: most often you only need a passport with a border stamp. But it is better to have all the necessary papers with you.

Types of visas

There are two types of visas to Taiwan for Russians: guest and resident .

  • A visitor visa is issued for a period of 14, 30, 60 or 90 days. This visa can be single or multiple. A single permit gives the right to one visit to the island during the number of days specified in the document with an entry corridor of 3 months, while for holders of multiple permits the number of entries is not limited. Visitor visas issued for a period of two or three months can be extended by contacting the national Immigration Agency.
  • A residence visa to Taiwan is intended for those citizens who intend to stay on its territory for more than six months. As a rule, these are students studying at universities in Taiwan, and people who came there to work or have relatives there. A temporary residence permit in Taiwan is issued on the basis of a resident visa.

For Russians traveling to Taiwan for tourism purposes, a visa is also required. In 2021, people planning such a trip must also have an invitation from a Taiwanese travel agency or attach a detailed travel plan, hotel reservation confirmation and return tickets to their package of documents. Tourists usually apply for a single-entry visitor visa.

Those citizens traveling to Taiwan for business purposes must attach a copy of the invitation received from a Taiwanese company, which indicates their position and purpose of travel. If multiple visits to Taiwan are expected, a multiple-entry visitor visa is issued. Students must provide an invitation received from a Taiwanese university, a student ID and a document confirming the presence of sufficient funds in their bank account for room and board.

Important! From September 6, 2021 to July 31, 2019 , visas are canceled for Russian citizens wishing to visit Taiwan for tourism purposes for a period of no more than 14 days! You must have a valid passport and return air ticket with you.

Visa to Taiwan for Russians - types of visas

A visa to Taiwan for Russians is divided into two types: Visitor (for guests) and Resident (for the purpose of permanent residence).

The guest permit is issued for a period of 1, 2 or 3 months. If there is a permit without any restrictions for 2 months or more, the applicant can extend the visa for the same period. The extension is carried out at the National Migration Department at the visitor’s place of stay, subject to the presence of documents.

A residence permit is issued for a period of more than 180 days. Within 15 days after arrival, the resident must visit the territorial office of the country's Migration Agency and confirm the certificate issued along with the visa.

A visa to Taiwan for 1 entry is usually issued to Russian citizens planning to stay in the country as a guest. Multiple entry is permitted to applicants traveling to Taiwan for work/business purposes and those who have previously visited the ROC. And also for those who travel through this territory to third countries, as a tourist, and present round-trip tickets.

Types of Taiwan visas

To travel to Taiwan, Russians can obtain a resident visa (student and work). For a short-term trip, the duration of which does not exceed 2 weeks, a permit is not required.

Guest visas were issued to Russians for tourist trips, business negotiations and meetings with partners. Transit visas are issued to foreigners who have a planned layover in the Republic of Taiwan. A residence visa is issued to foreign citizens who will reside on the island for more than six months.

A visa to Taiwan for Russians is issued after submitting a number of documents. The basic kit includes the papers required regardless of the purpose of entry.

  • Accommodation: hotel name and address.
  • Certificate of employment and bank statement showing available funds.

For commercial travel

  • Certificate from the place of employment indicating the position and salary of the applicant.
  • A copy of the invitation letter from the enterprise in the Kyrgyz Republic.
  • Copies of the license to operate the given enterprise and the passport of the inviting person (manager).

For educational purposes

  • Language courses - an invitation from a language center licensed in Taiwan and a bank statement indicating the availability of funds for study.
  • Returnees – Certificate of course completion, grades and general hours. The stay must not exceed 2 years.
  • Enrollment in a university - a certificate issued by an educational institution in Taiwan; Bank statements.

Employment

  • Photocopy of the contract.
  • Work permit from the Labor Council of the Kyrgyz Republic.
  • Commercial activities: confirmation by prof. qualifications (copy of diploma, etc.), issued by a notary in the Russian Federation and legalized at the consular department.

Family circumstances

  • Visiting relatives living in the Kyrgyz Republic: invitation, copy of the passport/residence permit of the inviting person.
  • Family reunification: marriage certificate or birth certificate of children. Copies must be certified by a notary.

For a resident visa to Taiwan, you must submit a completed form in English entitled “Conditions for issuing a health certificate. Class B."

How to get it - step by step instructions

There are very few representative offices in Taiwan, so the applicant's personal presence is not required to obtain a visa. Documents are submitted through a trusted person or organization. Submitting an application

To apply, fill out the forms on the website https://visawebapp.boca.gov.tw, following the links.

  1. You must select the General Visa application item, then enter current and reliable data in the appropriate fields in Latin letters.
  2. The visa category, frequency of visits, purpose of visit, type of passport, etc. are checked.
  3. A dash is placed in the “name in Chinese” field.
  4. The fields “marital status” and “occupation” require selecting a suitable position from a drop-down list.
  5. Enter the addresses of residence in your home country and the intended housing in Taiwan as follows: Moscow, Example str. 1, 12.
  6. At the end, click the “I agree” button and, in the next window, “print application form”.

List of main documents

To obtain a visa to enter Taiwan, you must prepare the following documents:

  • A copy of the passport of a citizen of the Russian Federation.
  • An original and a copy of a passport valid for at least 6 months on the date of departure from Taiwan (if the applicant has previously traveled around the island and visas were affixed to the previous passport, a copy of the pages with visa stamps and the page with a photograph and personal data must be provided).
  • Questionnaire (a sample is issued at the consulate).
  • A copy of the marriage certificate (if available).
  • Two color photographs (Pictures must be taken recently. Requirements for photo size: 3 cm x 4 cm or 3.5 cm by 4.5 cm. A light or white background is required. Features of the facial structure must be clearly distinguishable, headdresses are not allowed, heavy makeup, glasses, smile. Photos are provided in paper form, clear and high quality.   • A copy of the children's birth certificate (if available).
  • Receipt confirming payment of the fee.

Filling out a new form

All fields must be filled out legibly and accurately:

  1. Personal Information;
  2. data of relatives and friends;
  3. information about place of work and education;
  4. contacts for communication;
  5. information about the length of stay in the country, availability of insurance, method of transportation, etc.

The applicant prints out the form, puts the date and signature (as in a foreign passport).

Additional papers

If the trip is of a tourist nature, the following must be attached to the main documents:

  • a certificate from work (on the employer’s official letterhead, indicating the position, length of service, salary level, confirming the dates of leave for the duration of the trip);
  • trip route (list or marks on the map);
  • bank statements for the last few months.

Students enrolled in an educational institution in the island nation, or interested in taking any courses, represent:

  1. student ID or a copy thereof;
  2. bank account statement;
  3. official invitation from the university.

Citizens visiting the country on cooperation issues, attending business conferences, or wishing to get a job in Taiwan, attach the following documents:

  • a copy of the certificate of registration of the enterprise in the country;
  • an official invitation from the employing company, which contains a description of the job responsibilities and future work of the applicant;
  • a copy of the identification card of the person who signed the official invitation for a citizen of the Russian Federation.

Paying the fee and obtaining a permit

The procedure for obtaining a visa is as follows:

  • The applicant fills out the application online, prints it, and records the application number.
  • Collection of all necessary documents (as a rule, they are valid for a month).
  • Visit to the Consular Section of the Representative Office of the Taipei-Moscow Coordination Commission for Economic and Cultural Cooperation in Moscow in person or through a representative (pre-registration is not required), payment at the collection site.
    Important: it must be possible to deposit the amount in American dollars.
  • The applicant picks up the visa at the consular department after receiving notification of readiness (usually a decision is made within 5 days).

Initially, the applicant can contact the visa center and, for a fee, the employees will take care of obtaining the permit themselves. Prices for such services in different agencies can vary greatly.

Features of the visa regime

Regardless of the purpose of the trip, Russian citizens will need to obtain a visa before visiting Taiwan. Today it is not difficult to do this on your own, but if you don’t have free time, it is better to entrust this task to a travel agency. As practice shows, the cost of this increases quite slightly.

The issuance of entry permits to the island state in question is not the responsibility of its diplomatic mission, but of an organization called TMCC (which stands for Taipei-Moscow Coordination Commission). The tasks of this body, among other things, include establishing connections, both economic and equally cultural. Its territorial location is Moscow.

Traveler's route

In the case of an independent tourist trip to Taiwan, in order to obtain an entry document, there is a requirement to provide a plan according to which the foreign citizen will get acquainted with the country.
