Obtaining a foreign passport of a citizen of the Russian Federation


What documents will need to be provided or used?

The applicant submits an application and photograph electronically through the State Services website . The list, in accordance with the Administrative Regulations approved by Order of the Ministry of Internal Affairs No. 864 of November 16, 2017, includes:

  • application form;
  • ID card (internal passport);
  • a previously issued passport, if its validity has not expired;
  • permission from the command in the form of a certificate in the established form - for military personnel of the RF Armed Forces, as well as federal government bodies where military service is provided (except for persons serving on conscription);
  • military ID for male applicants (18-27 years old);

If a citizen does not have a military ID, the Ministry of Internal Affairs independently requests a certificate from the military registration and enlistment office in accordance with paragraphs. 2 paragraph 1 article 7 ch. 2 of the Federal Law “On the organization of the provision of state and municipal services”.

  1. three (for a minor under 14 years old - two) photographs of the citizen for whom the passport is issued;
  2. in case of urgent need to obtain a passport - one of the supporting documents (a letter about the need for emergency treatment of a citizen abroad or a telegraph message about a serious illness or death of a close relative (spouse, parent, child, adoptive parent, adopted child, sibling, grandfather, grandmothers, grandson);
  3. if the application is filled out by the legal representative of a minor citizen, proof of his identity will be required, as well as documentary evidence of his legal rights (birth certificates, adoption certificates, acts of guardianship, guardianship).

According to clause 44 of the Administrative Regulations, the applicant has the right to submit a certificate from the military registration and enlistment office or a receipt for payment of the state duty . Failure to present them is not grounds for refusal to issue a foreign passport (clause 45).

Almost all the necessary documents required to fill out the application form are in the possession of citizens for personal use. Only military personnel will have to contact the authorities for a certificate from the command and citizens who need urgent passport processing will have to contact medical institutions.

The notary only needs to certify the accuracy of the translation and the authenticity of the translator’s signature (if documents in a foreign language do not have duplicate entries in Russian, they must be translated).

Information from the documents is reflected in the electronic application after filling out the form on the portal . An application with a photo in the form of a file is sent through the portal to the migration department of the Ministry of Internal Affairs.

After reviewing the application, an employee of the department sends a message to the applicant’s personal account with an invitation to personally visit the unit chosen by the applicant with a package of previously collected documents for verification with the application.

Documents for children of minor citizens over 14 years of age:

It is worth considering that the child is required to come to the Federal Migration Service department to give fingerprints and take a passport photo.

Since information about existing children cannot be entered into a biometric passport, the child must have his own passport.

To do this, you must submit the following documents:

  2. Birth certificate.
  3. Passport of one of the parents.
  4. Information about guardians.
  5. Receipt of payment in the amount of 1500 rubles.

Children under 12 years of age are not required to be fingerprinted, but they are also required to appear at the FMS office for a photograph. At the same time, department employees often recommend that very young children get an old-style passport for 5 years, since the appearance of children changes quickly.

Registration deadlines

Regardless of the type of international passport, you will receive it in a month if you submitted your application at your place of permanent registration. If you submitted an application in another region, the period for its consideration and registration of a foreign passport can take up to four months. Children are usually issued a passport faster, but again, if the application is submitted at the place of registration, otherwise the period will be 4 months.

In extremely rare cases, you can speed up the registration of a foreign passport, but for this you need:

  • You need to travel abroad due to a serious illness. In this case, you must provide a doctor's report and a medical certificate.

Photo requirements

Photos must meet the requirements specified in paragraph 40 of the Administrative Regulations:

  • the image must correspond to the age of the applicant;
  • in black and white or color;
  • size 35 x 45 mm;
  • the face and upper part of the shoulders are strictly frontal;
  • the face should occupy 70-80% of the image area;
  • hair should not cover the eyes;
  • glasses with dark lenses are not allowed;
  • neutral facial expression;
  • the gaze is directed into the lens;
  • the background is light, without glare, spots and shadows.

Obtaining a foreign passport of a citizen of the Russian Federation

A foreign passport is a document that certifies the identity of a citizen of the Russian Federation abroad.

A foreign passport is also required when applying for a visa and crossing the Russian state border (when traveling to the vast majority of foreign countries).

Currently, a Russian citizen can receive (at his choice) both a new and old-style international passport.

Old-style international passport: validity period - 5 years, number of pages - 36, information about children under 14 years of age can be entered into the passport, state duty for issuing a passport for adults - 2000 rubles, for children under 14 years old - 1000 rubles.

New generation biometric passport

The undoubted advantage of the new passport over the old one is its maximum security against counterfeiting and comprehensive information about the owner.

So, on the first page, which, unlike the old passport, is not paper, but is made of special plastic, there is a contactless RFID microcircuit (chip), which contains the following information about its owner:

  • Last name, first name and patronymic
  • Digital photography,
  • Date of birth and gender.

Also, the chip contains information about the foreign passport number, the date of issue and the expiration date of the document. On the cover of a new type of foreign passport there is a note that this document stores a database of biometric data about the owner.

Will I need to collect papers in non-electronic form?

If a positive decision is made on the registration and issuance of a foreign passport, the applicant receives in his personal account on the State Services portal a notification about the decision and about the migration department of the Ministry of Internal Affairs, where he must personally contact within 15 days to submit the original documents.

If you fail to appear within the established period, the procedure for obtaining a foreign passport is suspended . If within the next six months the applicant does not submit documents to the migration department of the Ministry of Internal Affairs, the registration process is terminated.

Of the three possible methods, issuing an old-style international passport through the State Services portal is the most convenient. Visits to government agencies are reduced to a minimum: you will need to bring the original documents to the migration department of the Ministry of Internal Affairs and visit it again on the appointed date to receive the completed document.

Features of a foreign biometric passport


In Russia, foreign passports are issued not only of the old, but also of the new type. Biometric. They are issued for ten years. Contains about forty-six pages. To obtain a biometric passport, you will have to pay several thousand rubles in state fees.

It will not be possible to include children in such a document. They will have to apply for a biometric passport separately. Fortunately, this is available even for minor children.

If you use a traditional passport without biometrics, it will be valid for only five years. It will contain thirty-six pages. The state fee is two times less than when issuing a foreign passport.

To apply for a passport, you need to go to the State Services portal. Then fill out a specialized application and go to the nearest migration department of the Ministry of Internal Affairs. All required documents must be submitted there. You can also submit an application at the Multifunctional Services Center.

The time it takes for a foreign passport to be ready may vary. If you are applying for it at your place of registration, the document will be completed in one month. If at the place of actual residence (which differs from the place of registration), then four months. It is better to check more precise deadlines at the place where you are submitting documents.
